- THIS NOTICE IS FOR INFORMATION ONLY – The Health Resources and Services Administration (HRSA) intends to negotiate a Contract for the HIV/AIDS Bureau with The International AIDS Society – USA (IAS – USA), 425 California Street, Suite 1450, San Francisco, CA 94104. The purpose of this procurement is to conduct the Bureau’s annual 2009 HIV Clinical Conference for the Ryan White Program to be held in August 2009. The period of performance for this project is a nine (9) month base from the effective date of the contract (EDOC). NAICS Code: 561920 This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 15. The proposed contract action requires that the vendor be responsible for needs assessments, course development, faculty selection, contact and confirmation, pre- and on-site registration management, A/V and other logistical arrangements, provision of Continuing Medical Education (CME) credits, and on-site management. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, a Justification for Other Than Full and Open Competition is on file, which states and supports that The IAS – USA is the only vendor that has the expertise and experience of providing such a clinical training event for such large numbers of Ryan White funded and practicing clinicians while providing timely and updated learning sessions and opportunities for CMEs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
