- The Total Business Set-aside and the associated NAICS code 424720. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation RMS00090006 is issued as a Request for Quotation (RFQ) pursuant to FAR Part 12.6, and FAR 13.5. No other electronic or hard copy RFQ will be issued as a result of this solicitation. It is anticipated that one (1) purchase order requiring staggered deliveries within a will result from this synopsis/solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. Period of Performance and Service: The period of performance is for one base year beginning 4/30/2009 - 3/30/2010 with four (4) additional one (1) year option periods. The Contractor must provide Diesel Fuel and Unleaded Gasoline for Heavy Equipment and Utility Vehicles to Haskell Indian Nations University (HINU) Facility Department Bldg 116 located at 155 Indian Ave, Lawrence Kansas, 66046. The Contractor shall provide fuel trucks, appropriately licensed drivers/operators, all associated equipment, supplies, fuel, and personnel to handle and dispense hazardous materials (diesel) and (Unleaded Gasoline), into one (1) 2,000 gallon (+/-) Diesel and one (1) 2,000 gallon (+/-) Unleaded tank at the delivery site. Specifications: Diesel fuel and Unleaded Gasoline used for this service must be commercially available and suitable for the weather conditions at the time of delivery. The vendor will be required to deliver up to 2,000 gallons of diesel fuel and or up to 2,000 gallons of gasoline to two (2) separate above ground storage tanks located on university campus sites. Delivery Schedule: Quantities of fuel and or gasoline required will be determined by the government's facility manager. Delivery may be requested approximately three (3) to five (5) times a year on an as needed, on-call basis only. Delivery request may increase during high peak summer months. Delivery must be made within 24 hours of request for delivery. The purchase order will provide funding for the estimated number of gallons at the prices established via the contractor's quote, and the contractor shall bill the Government for only the quantity delivered. The Contractor must provide proper documentation with each delivery stating the quantity of gallons dispensed/price per gallon as stated in contract/and location/s service shall be left with the consignee. Request for Quotation Instructions to Offerors: Date of first delivery is estimated to be June 2009. Interested Contractors shall provide a quotation that includes: CLIN 0001 Diesel Fuel Unit Price per gallon $_____________ (OPIS plus fixed price mark-up)CLIN 0002 Unleaded Gasoline Unit Price per gallon $_____________ (OPIS plus fixed price mark-up)Contractor's point of contact name, address, and phone number. Contractor Small Business Representations and Certifications. Representation and Certification document can be obtain online @ http://www.arnet.gov/far/ under 52.212-3 Offeror Representations and Certifications - Commercial Items The Government will pay the current OPIS price at the time of delivery plus the accepted mark-up price. The contractor shall provide with it's quote the fixed mark-up price per gallon per CLIN (i.e., the quotation should include CLIN 0001 and CLIN 0002, to show the fixed mark-up price per gallon). The Government will award a contract resulting from this solicitation to the responsible contractor whose offer conforming to the solicitation will be most advantageous to the Government. Response Date: Quotations are due April 27, 2009, not later than 12:00 pm Central Standard Time.
