Description
INTENT TO AWARD SOLE SOURCE CONTRACTS TO GENFX, INC. FOR CONTINUED WORK ON A TARGET SYSTEM. The U.S. Mission & Installation Contracting Command (formerly Army Contracting Agency), Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with GENFX, Inc. 2128 Whitman Way, Marriottsville, MD. 21104-1400. GENFX provides the ARL Dome at Aberdeen Proving Grounds, Aberdeen Maryland a Virtual Reality Engineering Bench which is a combination of proprietary GENFX software and hardware that combines to create a turn-key solution for the engineers working in the dome. The Virtual Reality Engineering Bench is a highly accurate measuring tool which provides the users a realistic combat environment. This solution is unique and one-of-a-kind created for the APG Domes unique requirements. The contractor shall provide the following services on the custom targeting system, I.The contractor shall continue work to design and develop a visual targeting system to enhance operations in the MTS facility. The contractor shall provide software development; software integration and optimization for a GENFX, Inc. Image Generator, this LINUX based clustered graphics solution contains 4 nodes (a master and 3 slaves). These nodes will drive existing BARCO SIM5 plus projectors. This shall include but not be limited to the following tasks: i.Usage of the GENFX, Inc. GX2 render engine and scenario control software to produce 6 channels of 1400x1050 @ 60Hz video output, including projector alignment aids. ii.Software modifications, operating manual and training to run simulated target paths. iii.Develop software, operating manual and training to control BARCO Sim 5 plus projectors to replace obsolete Windows 2000 control PC for status and powering on/off projectors. iv.Software capable of running selected pre-generated target paths. v.Software capable of running target paths transmitted by the ADMAS over Ethernet. vi.Software capable of transmitting target paths to the ADMAS over Ethernet. vii.Software modifications, operating instructions and training to calibrate target system software and projectors to existing laser target system. 1.Calibration of static targets 2.Calibration of moving targets viii.Modify software to display visual scene element targets and background at a minimum of 60Hz on the Image Generator system. ix.Modify the software and visual database to display a minimum of 10 active targets at 60Hz. x.Modify the database and software to provide minimum of one urban area, one oasis (trees, shrubs and small buildings) and two minor cultural areas. xi.Software and database products will be provided on installable CD. xii.Integrate additional visual databases that may be required by a test mission. xiii.Modify existing visual database to address mission specific requirements such as number of displayed targets, individual target paths and individual target characteristics. Tasks will be completed on a time and materials basis. Tasking will be prioritized by the customers technical point of contact. The North American Industry Classification System (NAICS) for this requirement is 541990, and the size standard is $7.0M. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 8:00am, Eastern Standard Time, April 20th, 2009. This notice of intent is not a request for competitive proposals or a solicitation of offers.
