- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charlestonintends to issue a Request for Proposal (RFP) to procure support services toprovide for expert level research, evaluation, design, development, systemsintegration, information assurance, testing, technical writing, implementation,curriculum development, classroom training, help desk support, and life cyclemaintenance of computer software systems developed, integrated and/ormanaged by SPAWARSYSCEN Norfolk. The contactor shall have specificfunctional and technical expertise supporting the full range of DoN and DoDBusiness IT systems, including systems such as, but not limited to: NTCSS(RSUPPLY, OMMS NG, OIMA, RADM), OOMA, SAMS, TMIP, MicroSNAP,FSM/NFMIS, ROM II, DTS, and NIAPS. The contractor shall also have expertisesupporting DoN and DoD enterprise initiatives, such as Enterprise ResourcePlanning (ERP), Integrated Learning Environment (ILE), KnowledgeManagement Systems, Acquisition Program and Project Management, CommonOperating Picture (COP) solutions, Information Assurance management andcertification. Software architectural design and documentation shall complywithall requirements of the Department of Defense Architectural Framework(DoDAF), and comply with DoN/DoD initiatives, such as FORCEnet and theGlobal Information Grid (GIG). Systems will range from client-serverapplications, employing interactive and batch processes, to customized web-based solutions, operating in a distributed or standalone environment.Contractor shall have demonstrated past performance of softwaredevelopment, using a software engineering methodology assessed at SEICapability Maturity Model-Integrated (CMMI) Level 3 or higher. A contractorfacility will be required within the Tidewater Virginia area. This is a new requirement. The Government anticipates award of a PerformanceBased, Cost Plus Fixed Fee, Level of Effort type contract for a one year Baseperiod and 4 one-year option periods. The total estimated value is $250 Millionover five years.This procurement will be conducted under full and open competition. Proposalevaluations shall include cost and other factors (corporate experience, pastperformance, quality and process management certifications, personnelqualifications, technical approach and small business participation). Theestimated release date for the RFP is on or about 30 June 2008. Theapplicable NAICS code is 541330 with a size standard of $25 million. It is theofferors' responsibility to monitor this site for the release of thesolicitation andamendments (if any).
