Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market research effort to investigate internal barrel coatings designed to extend the operating life of small arms weapon systems. All interested sources are encouraged to submit company and product literature, white paper, and/or other pertinent information for the Government's consideration. The Government is interested in analyzing and testing internal barrel coatings for NSW sniper rifles in the U.S. Special Operations Command inventory. Internal Barrel coating requirements include:1. Achieve a reduced barrel degradation rate that provides for an increase of three times the current barrel life. Sniper weapons barrel life will be based on maintaining accuracy standards compared to rounds fired. The.50 cal machine gun barrel life will be based on passing the gauging criteria.2. Provide visual indicators noting when the barrel is considered unable to maintain current accuracy standards.3. Advanced internal coatings shall be capable of withstanding the firing of one "high pressure" cartridge as part of acceptance testing.4. Constructed of materials that allow storage and deployment from submarines.5. Provide a durable corrosion resistant coating in all SOF climatic environments, including NBC contaminated environments, constructed of corrosion resistant material which is/are abrasion, impact, and battlefield chemical resistant. 6. Advanced internal coatings shall not interfere with the functioning of the weapon system.7. Advanced internal coatings shall not add more than 6 ounces to the overall weapon weight. Interested vendors should respond to the POC below by 5:00 PM Eastern Standard Time on May 28, 2008. Based on the number of vendor interests and information received, the government may/may not elect to schedule further testing and user/operational evaluations. This would be accomplished by requesting product samples from those companies whose product information is determined most favorable by the Government. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
