Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source delivery order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, California to provide technical support (Firm Fixed Price) to qualify a GEM V SAASM 3.3 GPS Card in the LN-100G Replacement Inertial Navigation Unit Embedded Global Positioning System (RINU-G) in the US Navy P-3/EP-3 aircraft. This procurement includes support required to obtain formal approval by the Global Positioning System (GPS) Wing Joint Program Office for use of the GEM V SAASM 3.3 GPS in the RINU-G. This procurement will also modify seven (7) GFE provided RINU to the RINU-G configuration with GEM V SAASM 3.3 GPS cards and deliver to the Navy (Firm Fixed Price). The delivery order includes a (Cost Plus Fixed Fee) effort to provide engineering services to address technical issues associated with the RINU-G and its integration into the US Navy P-3/EP-3 aircraft. This delivery order only does not include the purchase of any hardware. As the designer, developer, and OEM for the LN-100G RINU, Northrop Grumman is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 15 months beginning after contract award. Numbered Note 22 applies.
