Description
USACE, St. Paul District, has an immediate requirement to furnish all labor, equipment, operators and laborers necessary for the removal and cleanup of sandbags, emergency sandbag dikes, sandbag fill material and poly sheeting placed for the protection of the City of Fargo, North Dakota, following the 2009 flooding event. Sandbag is defined as a container made with various materials such as cloth, fiber, plastic and woven polypropylene used for the construction of levees, berms, dikes and flood walls. Sandbag fill material includes but is not limited to non-cohesive permeable material and is generally classified as sand, silty sand, sandy silt, pit run sand and gravel, and gravelly sand. The sand bags that are removed will not be reused and shall be disposed of in an approved site designated by the task order. The Contractor shall provide sandbag removal crews for each disaster area, for the number of days specified in the contract. Daily production rates and/or completion date will be established by each task order. The work shall consist of clearing and removing disaster generated sandbags. Work will include: (1) loading the sandbag, (2) hauling the sandbag to an approved dumpsite, or (3) dumping the sandbag at a sandbag disposal site or as directed by the Contracting Officer. The contractor is responsible for removing the sandbags from the property or location identified by the Contract Officer Representative (COR). Segregation of sandbag may be required prior to removal when previously accomplished by others. Typical segregation categories include household garbage, appliances, construction debris, household hazardous wastes and white goods. Only sandbags and poly sheeting will removed under this contract. All trucks and equipment must be in compliance with all applicable federal, state, and local rules and regulations. Offerors should check the FedBizOpps Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation No. W912ES-09-R-0011 will be issued on or about 18 April 2009. Offer due date on or about 21 April 2009, 1400 Hours. This procurement is issued under NAICS code 562219 for a firm fixed price IDIQ contract with task orders to be issued for individual reaches. This procurement will be issued unrestricted for all eligible firms located within the geographical area designated as affected counties under the Presidents declaration of emergency for the Fargo, North Dakota area.
