- Background: The National Assessment Governing Board is an independent, bipartisan board that sets policy for the National Assessment of Educational Progress (NAEP), commonly known as The Nation's Report Card. NAEP makes objective information on student performance available to policy-makers and the public at the national, state, and local levels. It has served an important role in evaluating the condition and progress of American education for more than three decades. Created by Congress in 1988, the Governing Board is made up of 26 members, including governors, state legislators, local and state school officials, educators and researchers, business representatives, and members of the general public. More information on the Governing Board and its work is at www.nagb.org. Requirements: The Governing Board is seeking a contractor to provide outreach, dissemination, and communication support services in support of Governing Board's legislative responsibilities to include initial public releases of NAEP reports, outreach, and dissemination services. The Governing Board sets policy for NAEP, otherwise known as the Nation's Report Card. The scope of work required includes planning and releasing initial reports of National Assessment of Educational Progress (NAEP) results through press conferences and other media events, video production services, research and dissemination services, media services, public outreach and dissemination of press materials and other information to a wide, national audience of major media and general public. The contractor will also track media coverage, coordinate media interviews and events, design and prepare Board publications and materials, and undertake outreach work to inform the public on NAEP and the Governing Board. The successful contractor will also undertake the dissemination of materials via the Governing Board web site. The proposed contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Responses are due to the Governing Board at the Contracting Office address no later than 2:00 p.m. Eastern Time on June 5, 2009. Clarification questions or additional questions will need to be received by May 4, 2009, no later than 4:00 p.m. Eastern Time. All questions submitted will be responded at one time, and no later than May 11, 2009. The period of performance is twelve (12) months from 9/14/2009 - 9/13/2010 with three (12) month option periods.
