- This is a combined synopsis/solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. This requirement is a small business set-aside. The solicitation number, Q5120095305, is issued as a Request for Quotation (RFQ). To ensure sufficient information is available, the vendor shall furnish, as part of the quote, a technical description of the items for the contracting activity to determine whether the product meets the salient characteristics of this requirement. Descriptive literature shall consist of illustrations, drawings, or clear references. The National Park Service intends to award a single firm fixed price contract, as a result of this combined synopsis/solicitation, and conforming to this solicitation, to the responsible offeror providing the best value to the Government, price, delivery time and other factors considered. THE REQUIRED DELIVERY TIME FOR THESE composting restrooms is JUNE 25, 2009 to 33100 Tamiami Trail E, Ochopee, FL 34141. This is a commercial Item Acquisition, FAR Part 12 applies. The NAICS Code for this synopsis/solicitation is 327390, with a size standard of 500 employees and is set aside for small business. The anticipate award date is April 30, 2009. Line Item 0001: Quantity: 2 (two) Non-Combustible Composting Restrooms, Unisex, in Kit Form. Assembly, installation or construction is NOT required in this solicitation. Price to include delivery, onsite installation supervision and features shown below: Salient Characteristics: Building- Cement board exterior, primed and painted- Epoxy paint interior on cement board- Galvanized sub-floor w/PVC Isolation Membrane- Galvanized steel gable vents- Roof metal panels, painted w/steel trim Composting Tank- Designed for approximately 70 uses per day- 12 gallon stainless steel- Approximately 70" x 126" x 44"- Welded and water-tight Solar Kit for Fan Operation- Roof mount kit - Solar panel - Controller - Battery- Wiring- Manuals All offers are due no later than 27 April 2009 at 1:00 pm (Eastern Standard Time). The full text of Provisions and clauses noted below may be accessed electronically at http://www.acqnet.gov/far. Provision 52.212-1 Instructions to Offeror-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: 1) Ability of the product to meet the requirements: Each offeror shall submit product data. Standard of Acceptability: product data must clearly indicate the products and material that will be provided will meet the requirements, 2) Delivery Period, and 3) Warranty While price may be a significant factor in the evaluation of offerors, the final decision will be based upon a combination of price, delivery period, warranty and other factors described in the solicitation. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful quoter shall complete and submit the provision to the Contracting Officer or complete electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to the acquisition.
