- The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to Alaska Gateway School District in Tok, AK. In accordance with FAR 6.303-1 and FAC 2005-30, this special notice announcement provides the Justification and Approval Documents for Noncompetitve Contracts. The U.S. Fish and Wildlife Service, Region 7, requires a monitoring site be established throughout the summer months in Mission Creek near Eagle. Sampling will take place from approximately June 11 through August 7. Gee-type minnow traps (23 x 45 cm, 0.6 cm wire mesh, 2.5 cm diameter opening), baited with salmon roe, will be placed overnight in areas associated with Chinook salmon rearing habitat, i.e., log jams, root wads, small pools, and stream banks adjacent to riffles. All captured fish will be identified to species. Fishing effort will be recorded as fish per trap day (24-hour). Aquatic habitat and weather conditions will be recorded daily. These measurements will include water temperature, river stage, water clarity, weather condition, and rainfall amount. The summer monitoring program will involve local students, teachers, and community members in the collection, analysis, and information dissemination of project results.The Mission Creek Fish Study is part of a larger project entitled: Use of non-natal streams by subyearling Chinook salmon in the upper U.S. portion of the Yukon River drainage. This larger project was funded through a reimbursable agreement after David Daum submitted a proposal in response to the Pacific Coastal Salmon Recovery Fund 2008 Call for Proposals. The Alaska Department of Fish and Game (ADF&G) accepted the Daum's proposal, which included utilizing the Alaska Gateway School District in 2008 and 2009. Daum must now complete his larger proposed project in accordance with the original proposal submitted to ADF&G. To change the proposal and subsequent vendors performing these smaller projects (Mission Creek), would jeopardize the entire project and prevent Daum from receiving any funds for this project or future projects. As part of the proposal's acceptance and funding, Daum must use local community partners to complete his project. Alaska Gateway School District offers the only community based student program in the Eagle, AK and Mission Creek area able to provide the services and fulfill the community partnership requirement. This notice is not a request for competitive proposals and the Government does not intended to accept proposals received. See Numbered Note 22.
