- The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has a requirement for Architect/Engineer Design and Installation services to support Medium wave, Television, and other broadcast engineering services related to transmission systems that will be required when referenced within individual Task orders at various for IBB Transmitting Stations (e.g., Greenville, NC; Kuwait, Botswana, Sao Tome, Sri Lanka, CNMI, the Philippines, and Thailand) and other locations. Projects will be of a general nature involving the design, installation, testing, and/or inspection of various MW and TV broadcast systems. The selected A-E firm may be required to perform inspections, conduct engineering analyses, compare alternatives, recommend solutions, prepare technical reports, and perform construction support services (e.g.; on-site inspection, installation services, verify as-built conditions). The BBG/IBB will evaluate each Offeror for this proposed A-E work in accordance with the U.S. Federal Acquisition Regulation (FAR) Subpart 36.602-1, entitled "Selection of Firms for Architect-Engineer Contracts, Selection Criteria", using the following nine below evaluation criteria [note: criteria number 2 is significantly more important than the other eight criteria, which are weighted equally]: (1) Professional qualifications necessary for satisfactory performance of the required broadcast engineering design services; (2) Specialized technical experience in: (a) design, installation, testing, and/or inspection of MW antenna systems, (b) RF propagation analysis, (c) design, installation, and testing of TV broadcast systems, and (d) EMI RADHAZ analysis; (3) Capacity to accomplish work in the required time-frame; (4) Past performance on U.S. Government and private sector contracts in areas of cost control, quality of work, and compliance with standards and performance schedules; (5) knowledge/experience to accomplish A-E work in various overseas geographic areas; Other evaluation criteria are: 6) Recent experience (during the last 5 years) in the design of MW antenna and TV broadcast systems; 7) Experience in the design and adjustment of high power (up to 1000 kW) MW antenna systems; 8) Experience in calculating electromagnetic radiation hazard levels/zones; 9) Capability of performing required services in-house. An indefinite delivery indefinite quantity (IDIQ) contract is anticipated, with each task-order being individually negotiated for a firm-fixed price (FFP). None of the above-stated work or locations represent IBB's firm requirements, but the selected A-E firm must be able to perform engineering investigation/analyses, detailed design, installation, testing, inspection, and/or construction support services for the above-stated project types and at the above locations in order to qualify for this proposed A-E contract. The estimated dollar amount for all tasks is not expected to exceed $300,000 for any single year with a minimum annual contract amount of $5,000. The contract will include four (4) unilateral Government 1-year options beyond the base-year with the same minimum and estimated maximum contract dollar amounts per year. This proposed A-E contract is being solicited, and will be awarded, on an unrestricted (full and open) competitive basis following FAR Subpart 36 procedures for A-E evaluation, selection, and award. Firms desiring to be evaluated for this proposed A‑E design and related services work are required to submit: (1) a Standard Form 330, Architect-Engineer Qualifications; and (2) any data demonstrating the firm's capabilities in the above-stated A/E evaluation criteria (e.g., reference listing of previous customers, listing of professional recognition/awards, and staff resumes) not later than 2:00 pm EDT, Thursday, May 7, 2009 to the BBG/IBB Office of Contracts, Switzer Building, Room 4300, 330 "C" Street, SW, Washington, DC 20237. The above-required documentation must be submitted to the address shown above via hard copy. Facsimile or e-mail submissions will NOT be acknowledged, evaluated, or considered.
