Description
Air transportation services for eight- and 14-passengers with baggage and small parcels from NAS Patuxent River, MD to and from military and civilian airfields east of the Mississippi River, but primarily within a 400-mile radius on an “as required” basis. All flights will originate and terminate at NAS Patuxent River. These services are scheduled to begin 1 October 2009 or date of award if subsequent thereto, and continue through 30 September 2010 for the base year, followed by three one-year option periods, through 30 September 2013, and a not-to-exceed six months extension under FAR 52.217-8. The minimum/maximum quantities for the eight-passenger requirement are 45,000/150,000 Great Circle Statute Miles (GCSMs). The minimum/maximum quantities for the 14-passenger requirement are 37,500/115,000 GCSMs. The eight-passenger requirement requires the contractor to have sufficient capability to provide air taxi service to a minimum of three different destinations simultaneously. The aircraft as a minimum must be IFR equipped, fixed-wing with multi-engines, and capable of transporting 1,600 lbs. consisting of eight passengers, baggage and/or small parcels, or any combination thereof. The aircraft must also be equipped with traffic collision avoidance instrumentation, adequate tie down, and restraint or storage provisions for cargo, and capable of landing and taking-off on a 4,000 foot runway carrying the stated payload. The 14-passenger requirement requires only one aircraft. As a minimum, the aircraft must be IFR equipped, fixed-wing, multi-engine/turbine-powered, and capable of transporting up to 2,800 lbs., consisting of 14 passengers, baggage and/or small parcels, or any combination thereof. The aircraft must also be equipped with adequate tie down, and restraint or storage provisions for cargo, and capable of landing and taking-off on a 4,000 foot runway carrying the stated payload. The solicitation response date will be on or about 29 May 2009. The solicitation will only be available from the following website: http://www.fbo.gov. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DoD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DoD Additional Standards for Contract Passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas.
