- Request for Proposal W81CBG90931002 is in accordance with FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The 4th Infantry Division, Combat Aviation Brigade has a requirement for Hotel Accommodations/Conference Rooms for the period of June 21 through June 24, 2009 to provide an After Action Review conference of previous deployment and afford families the opportunity to become reintegrated. Hotel must be within a 15 miles radius of the Hill Country, San Antonio, Texas area Zip Code 78251 and shall be required to meet the following criteria: a. 450 Rooms - double occupancy bed rooms for 3 nights at ($_________) per night. b. one (1) large Conference Room A ($_______) on 21 June 2009, from 1800-2200 to accommodate 250 to include a working dinner meal not to exceed the amount of $7015.00. c. one (1) large Conference Room A, ($________) on 22 June 2009, from 0900-1400 to accommodate 250 to include a working brunch meal not to exceed the amount of $10,919.00. d. one (1) Conference Room B ($________) on 22 June 2009, from 1400-1500 to accommodate 250. e. one (1) Conference Room C ($_______) on 22 June 2009, from 15001700 to accommodate 150. f. one (1) Conference Room D ($________) on 22 June 2009, from 1400-1700 to accommodate 100. g. one (1) Conference Room E ($_______) on 22 June 2009, from 1830-2030 to accommodate 250 to include working dinner meal not to exceed the amount of $23,180.00. h. one (1) Conference Room F ($________) on 22 June 2009, from 2030-2200 to accommodate 250. i. one (1) Conference Room A ($_______) on 23 June 2009, from 0700-1200 to accommodate 250 to include working breakfast meal not to exceed the amount of $9,226.25. j. one (1) Conference Room B ($________) on 23 June 2009, from 12001600 to accommodate 250 to include a working lunch meal not to exceed the amount of $10,919.00. k. one (1) Conference Room C ($________) on 23 June 2009, from 1600-1800 to accommodate 150 l. one (1) Conference Room D ($________) on 23 June 2009, from 1930-2200 to accommodate 250 to include a working dinner meal not to exceed the amount of $7,015.00. m. All conference rooms to include dining room will be fully equipped with a proxima, screen, podium w/ microphone, two handheld microphones, and white board ($____________). n. Other requirements; the hotel must either provide the amenities within the establishment or must be available within walking distance (not to exceed 4 normal blocks) from the established area in order to maintain a safe area and minimize incidents. o. NOTE: The conference rooms that have meals and refreshments with a not to exceed amount includes gratuity amount. To be eligible for award under this solicitation, the hotel facility MUST be registered on the Central Contractor Registration website (www.ccr.gov) under the applicable North American Industry Classification System Number (NAICS) for this service 721110 and Business Size Standard is $7M. Offers proposed facilities that are not listed will be rejected as technically unacceptable. In addition, the offerors facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12101 et. Seq.). Proposal (s) MUST be accompanied with a set menu for each working conference event. Conference meals and refreshments will be evaluated to ensure compliance with the Joint Travel Federal Regulation, Fiscal Law, and 41 C.F.R. PART 301-74 Conference Planning. Offerors must additionally submit their ORCA registration with proposal and/or contract. Award will be made to the offeror determined to be the Best Value to the Government in accordance with FAR 52.212-2 evaluation factors. Evaluation may be made with or without discussions with the offeror(s). The technical proposals will be evaluated for size, quality of services and accommodations, location. The Contract Officer reserves the right to conduct an on-site inspection of offered facilities. Prices will be evaluated in terms of cost for accommodations and services, cancellation fees, attrition costs, meals and refreshments. All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting cost and technical proposals, hotel contract and descriptive literature.
