Description
Expression of Interest CP20-3B Release 3B Structural Concrete Shaw AREVA MOX Services, LLC (MOX Services), Department of Energy Savannah River Site P.O. Box 7097, Aiken, SC, 29804-7097, UNITED STATES Description The MOX Fuel Fabrication Facility (MFFF) will produce completed Mixed Oxide (MOX) fuel assemblies for use in domestic, commercial nuclear power reactors. Feed material is uranium dioxide and surplus plutonium dioxide. The manufacturing area is the MOX Fuel Fabrication Building (BMF). It is a multi-functional complex containing all of the plutonium handling, fuel processing, and fuel fabrication operations of the MFFF. This building includes the Aqueous Polishing Area, the MOX Processing Area, and the Shipping and Receiving Area. This Expression of Interest (EOI) is for the Structural Concrete for Release 3B, the upper third of the BMF. We are seeking subcontractors who are interested in responding to a Request for Proposal (RFP) for the formwork, rebar, shoring, concrete placement and curing, structural steel, embedments, setting of trapped equipment, and limited mechanical and electrical work required to complete the building structural concrete. The MFFF design will be licensed by the Nuclear Regulatory Commission (NRC), ensuring compliance with the most stringent design standards. The NRC's regulations are found in Chapter I of Title 10, "Energy," of the Code of Federal Regulations (CFR). 10 CFR 50 - Appendix B: Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, and will be applicable to this subcontract. All work will be performed under the MOX Services Quality Assurance/Quality Control (QA/QC) program. All QC inspections and Nondestructive Examination (NDE) will be performed by MOX Services. Most of the installation will be Quality Level 1. Firms that wish to submit proposals do not have to have a qualified NQA-1 Quality Assurance Program (American Society of Mechanical Engineers, NQA-1 - 1989 Quality Assurance Program Requirements for Nuclear Facilities), but should be able to demonstrate their ability to staff the project with personnel experienced in performing this type of installation in a stringent QA/QC environment. Subcontractors working on site will be required to work to MOX Services Project and Safety Procedures. This Structural Concrete Installation project is estimated to be in excess of $60M. The RFP will solicit proposals on a time and material price basis. The RFP is scheduled for the May 2009. Proposals will be due in July 2009. The award will be in September 2009 with the work starting in FY 2010. Statement of Work The Subcontractor will supply labor and construction supervision, equipment, and materials to construct complete the structural work for the BMF. (The Subcontractor will be reimbursed for any equipment or materials that they are directed by MOX Services to supply.) Work includes: • Supply and install formwork • Install electrical grounding embedded within the concrete walls, slabs and the roof slab • Install reinforcing steel and embedded plates for building walls, slabs and the roof slab • Install floor drains in the slabs that are constructed • Place concrete for walls, slabs, and roof slabs • Install nine (9) trapped tanks in the BAP • Install structural and miscellaneous steel, stairways, platforms, grating, ladders, and handrails MOX Services will provide and pay for: • oncrete, reinforcing steel, and steel embedments (fabricated plates, tie-back embedments, tornado damper embedments, frames, door frames, anchor bolts, embedded angle edge protectors, stair embedments, and penetration sleeves) • Embedded pipe (pipe and fittings) • Trapped tanks • Electrical Power will be provided at no cost to the Structural Contractor • A Manitowoc MD 1400 Tower Crane is shown on the south side of the BMF and a Manitowoc 999 which can be positioned where needed around the building. These cranes will be operated and maintained by MOX Services.
