Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institutes of Health (NIH), National Institute of Biomedical Imaging and Bioengineering (NIBIB) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Biosystems (AB) LLC, 301 Merritt 7, Norwalk, CT 06851-1070 to purchase an annual service and maintenance contract for 4000Q System (Serial Number UO4840509H) and Agilent 1200 Series Binary Pump (Serial Number DE63056083) located on the main campus of the National Institutes of Health (NIH) for a period of twelve (12) months. Background information: The NIBIB/PET Radiochemistry Group conducts research into the development and validation of novel radiopharmaceuticals. Part of this research identification of drug molecules and their metabolites. Purpose and Objectives of the Procurement: These instruments are the center piece of the research efforts on identification and quantification of chemical components including drug molecules and their metabolites. As such, the up-time of these instruments is essential. Statement of Work: The service agreement (AP Assurance Plan) shall include: 1. Parts, labor, and travel for remedial repair. 2. No charge for planned maintenance visits. The number of estimated maintenance visits to be performed during the plan period is indicated in ABs quotation. 3. Guaranteed priority response time of two (2) business days after receipt of a service call for instruments located in AB's Service Zones 1 and 2. If AB fails to arrive at the instrument location within Zone 1 or Zone 2, within two (2) business days for reasons other than customer's failure to provide access to AB or causes beyond the reasonable control of AB, AB will provide customer a service plan renewal credit in an amount equivalent to one (1) day's pro-rated charge for each day AB's response is late. 4. Target response time of three (3) business days for remedial repairs outside of Zones 1 and 2. AB will use reasonable efforts to respond within three (3) business days from receipt of a service call. 5. Priority telephone and e-mail access to instrument technical support. 6. Telephone and e-mail access to application technical support. 7. Smart Services remote monitoring which provides for notification to customer of instrument failures or errors that are reported by AB's Smart Services monitoring software. The sole source determination is based upon the fact that the equipment is manufactured by Applied Biosystems and only the manufacturer is authorized to provide maintenance service. This acquisition is being conducted under simplified acquisition procedures. The North American Industry Classification System (NAICS) code is 811219, Size Standard $7.0 Million, is applicable to this requirement. The Small Business Set-Aside does not apply. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(EB)-2009-126-GMV, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition, Procurement Branch, 6701 Rockledge Drive, Room 6146, Bethesda, Maryland 20892-7902, Attention: Gina M. Varan. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
