Description
Construct a new 4-story, 257,000 square foot building. The building will have Sensitive Compartmented Information Facility (SCIF) areas throughout. The facility will utilize pile and reinforced concrete foundations, steel frame with insulated pre-cast concrete panels, metal decking, standing seam metal roof, raised access flooring throughout, laminated force protection glass, elevators, underground utilities, parking, landscaping, exterior walkways, paving, large entrance plaza, security fencing, backup generator power, uninterruptible power supply (UPS) system, telecommunications wiring infrastructure, and audio visual infrastructure. This project includes large amounts of telecommunications infrastructure. For this reason, the prime contractor will be required to hire a Building Industry Consulting Service International (BICSI) Registered Communications Distribution Designer (RCDD) accredited telecommunications specialist. This solicitation includes the Comprehensive Interior Design (CID), a separate Reception Center (approximately 6,600 square feet) and the demolition of building 540 (approximately 200,000 square feet). The backup generator and HVAC chiller will be installed in an existing central utility plant. Autodesk REVIT and MEP2008 will be utilized on this project. The contractor will be provided the models generated during design and he will be responsible for incorporating construction data into the models. The completed model will be provided to the Government at the end of construction. At time of award, the site for this project will have been cleared of all old pavement and utilities and new utilities installed by a separate contract. There will be a surcharge in place that will ready for re-grading at Notice to Proceed. The North American Industry Classification System (NAICS) code for this project is 236220. The solicitation will be avilable for download 05 May 2009. The estimated cost of this project is between $100,000,000 and $250,000,000. The contracting officer is Mr. Leo Hickman. Note No. 1: The following registration procedure is for this solicitation only. This solicitation and all proposer, sub-contractor, and vendors work products and notes shall be handled in accordance with AR 380-5, Department of the Army Information Security Program as For Official Use Only (FOUO) material. This applies to all reproduction services. An excerpt of AR 380-5 is attached at Note No. 8 below. The complete AR 380-5, Department of the Army Information Security Program is available at http://www.usapa.army.mil/pdffiles/r380_5.pdf. Note No. 2: Document Security - FOUO and DLIS registration require that the DLIS- registered holder of FOUO information is responsible for control of the FOUO information. When the documents are no longer needed, the DLIS registered holder is responsible to document to the Government by letter that the documents have either been destroyed or have been returned to the Government. Electronic Transmission: FOUO documents maintained on a computer network shall be maintained behind a hardware firewall system. The system shall be design to prevent unauthorized access to restricted project data. No document shall be transmitted from the network in plain text. Plain text document transmission shall be by either FedEx, UPS, USPS or other ground transport. The only approved means of electronic transmission for this contract shall utilize a minimum computer 128-bit encryption. The encryption shall be either 128bit Secure Socket Link (SSL) or DOD approved encryption software. The 128 bit SSL access shall meet the security requirements of ISO/IEC/ITU X.509. Note No. 3: Prior to registering for the solicitation (plans and specifications), the firm of employment of the requestor (or the individual if the requestor is not employed by a firm) shall register with the Defense Logistics Information Service (DLIS) at http://www.dlis.dla.mil/JCP/default.asp (Documents) by completing a DD Form 2345, Military Critical Technical Data Agreement, which form is available at http://www.dlis.dla.mil/JCP/forms/DD2345Form.pdf. Parties interested in receiving plans and specifications are urged to complete the process in advance of advertisement of the project. This process may take up to two (2) weeks. The prospective bidders must then telefax the DD Form 2345, approved by DLIS, with a notice of intent to register for a solicitation, to Mobile District Corps of Engineers, P. O. Box 2288, Mobile AL, 36628-0001, ATTN: CESAM-CT-C, Ms. Kelly Hallstrom, (FAX 251-441-6510, Phone 251-694-3872). The notice of intent to register for a solicitation must include the following information about the Company or individual requesting to be registered: 1) Company or Individual name; 2) Complete name of the Point of Contact; 3) E-mail address to receive notices; 4) Phone and fax number including area code to receive notices; and 5) Mailing address to receive notices. Once the approved DD Form 2345 and the notice of intent to register for a solicitation has been received by the Mobile District, the Prospective Bidder will be issued directions to register on the Mobile District web site. Registration on the Mobile District web site will only serve to notify the public of those that have properly registered to receive the solicitation and for the public to view the Plansholders list. The solicitation will not be available for downloading via the normal procedure at the Corps Web site. The solicitation will be mailed via CD medium to only those properly registered firms. Only one (1) CD will be issued per DD Form 2345 received. Unless other wise requested by the properly registered prospective bidders, the CD will be mailed via the U. S. Postal Service for normal delivery. Expedited mailing is available via UPS. Those requesting expedited CD mailing must provide adequate information to allow proper mailing, including name, street address, UPS account number, and phone number. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact to facilitate faxed amendments. Registration must be received by close of business two working days prior to the advertisement date. Requests received after this date will not be eligible to receive copies of the solicitation. All registration for the solicitation should be completed one week prior to the issue date. Only those registered with CESAM-CT-C to receive the solicitation will be issued solicitation amendments. All notifications of changes to this solicitation will be made through the Internet only. It is therefore the Contractors responsibility to check this home page daily for notification of changes to this solicitation. Actual solicitation amendments will be issued by mail on CD-ROM. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 4: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 5: Critical path method (network analysis system) is required. Note No. 6: For this job, a small business is defined as having average annual receipts of less than $31,500,000 for the past three years. Note No. 7: This solicitation includes bid options which may not be awarded. Note No. 8: Excerpt from AR 380-5, Chapter 5, Controlled Unclassified Information, Section I For Official Use Only Information (FOUO) 53. Marking a. Information which has been determined to qualify for FOUO status should be indicated, by markings, when included in documents and similar material. Markings should be applied at the time documents are drafted, whenever possible, to promote proper protection of the information. b. Wholly unclassified documents and material containing FOUO information will be marked as follows: (1) Documents will be marked FOR OFFICIAL USE ONLY, in letters larger than the rest of the text, where practical, at the bottom of the front cover (if there is one), the title page (if there is one), the first page, and the outside of the back cover (if there is one). (2) Pages of the document which contain FOUO information will be marked FOR OFFICIAL USE ONLY at the bottom. (3) Material other than paper documents, for example, slides, computer media, films, etc., will bear markings which alert the holder or viewer that the material contains FOUO information. (4) FOUO documents and material, transmitted outside the Department of Defense, must bear an expanded marking on the face of the document so that nonDOD holders understand the status of the information. A statement similar to this one should be used: This document contains information Exempt from mandatory disclosure under the FOIA. Exemption(s) (indicate the exemption(s)) apply. c. Classified documents and material containing FOUO information will be marked as required by chapter 4 of this regulation, with FOUO information identified as follows: (1) Overall markings on the document will follow the procedures in chapter 4. No special markings are required on the face of the document because it contains FOUO information. (2) Portions of the document will be marked with their classification as required by chapter 4. If there are unclassified portions which contain FOUO information, they can be marked with FOUO in parentheses at the beginning of the portion. Since FOUO information is, by definition, unclassified, the FOUO is an acceptable substitute for the normal U. (3) Pages of the document which contain classified information will be marked as required by chapter 4 of this regulation. Pages which contain FOUO information but no classified information will be marked FOR OFFICIAL USE ONLY at the top and bottom. d. Transmittal documents which have no classified material attached, but do have FOUO attachments, will be marked with a statement similar to this one: FOR OFFICIAL USE ONLY ATTACHMENT. e. Each part of electronically transmitted messages containing FOUO information will be marked appropriately. Unclassified messages containing FOUO information will contain the abbreviation FOUO before the beginning of the text. 54. Access to FOUO information FOUO information can be disseminated within DOD components and between officials of Army components and Army contractors, consultants, and grantees, as necessary, in the conduct of official business. FOUO information can also be released to officials in other departments and agencies of the Executive and Judicial Branches in performance of a valid government function. Special restrictions can apply to information covered by the Privacy Act. Release of FOUO information to members of Congress is covered by DODD 5400.4 and to the General Accounting Office by DODD 7650.1. 55. Protection of FOUO information a. During working hours, reasonable steps should be taken to minimize risk of access by unauthorized personnel. After working hours, FOUO information can be stored in unlocked containers, desks or cabinets if U.S. Government or U.S. Governmentcontract building security is provided, or in locked desks, file cabinets, bookcases, or similar items. b. FOUO documents and material can be transmitted via first class mail, parcel post, or, for bulk shipments, fourth class mail. Electronic transmission of FOUO information by voice, data, facsimile or similar means, should be by approved secure communications systems whenever possible. c. Record copies of FOUO documents will be disposed of in accordance with AR 25400 2. Nonrecord FOUO documents can be destroyed by shredding or tearing into pieces and discarding the pieces in regular trash containers.
