- This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a small business set-aside. The NAICS Code for this requirement is 334516. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. The Defense Threat Reduction Agency (DTRA) intends to award a Firm-Fixed-Price contract to procure three (3) Continuous Air Monitors as shown on attached Specifications List. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following technical factors shall be used to evaluate offers, not listed in order of precedence: (1) Technical Acceptability; and (3) lowest price. All questions regarding this solicitation must be submitted in writing and must reference the solicitation number. All quotes must be received in this office by 12:00 p.m. EST on May 4, 2009, addressed to the Attention of Ms. Roxana Nichols and reference the solicitation number, CSC080011963.
