- Pre-Solicitation Synopsis The following is a pre-solicitation synopsis of a proposed contracting action in accordance with Federal Acquisition Regulation (FAR) 5.201. This is not a request for proposals and no responses will be made to requests for solicitation documents. The solicitation is estimated to be issued on or about 15 May 2009 and will be posted to the Government Point of Entry at http://www.fbo.gov. No reimbursement will be made for any costs associated with providing information in response to this announcement; nor will any follow-up information be provided. Andersen Air Force Base, Guam is seeking expressions of interest from potential offerors who possess current and relevant experience, personnel and capabilities necessary to perform a Post Acquisition Improvement Program (PAIP) Firm Fixed Price (FFP) construction contract in Learmonth, Australia. This project is intended to provide modern and efficient Military Family Housing (MFH) upgrades of twelve (12) housing units. The work includes, but is not limited to, upgrade landscaping, upgrade exterior/interior electrical and auxiliary systems, repair and reseal existing concrete roofs, replace all existing windows, doors & frames and hardware, replace all existing counter tops and cabinets, replace all existing floor/wall and ceiling finishes, perform miscellaneous structural and plumbing work, replace HVAC systems and remove and dispose of asbestos containing material (ACM) throughout each unit. The aforementioned general description of work does not, in any way, limit the responsibility of the contractor to perform all work and furnish all plant, labor, materials, tools, equipment, transportation, quality control management and supervision necessary to complete all operations required. All aspects of construction shall be completed and ready for use in accordance with the technical provisions (specifications) and applicable drawing plans of this project, which will be identified in the solicitation documents. The work to be performed in connection to this project includes the following: 1. Project Location: Learmonth, Western Australia. The twelve (12) housing units are located in the Learmonth Neighborhood Housing Area along Krait Street, Fyfe Street, Lockwood Street and Bennett Street 2. Types of Buildings and Units: a. The Learmonth Neighborhood Housing Area project consists of three (3) building types. 1) One (1) unit consisting of a 1-story, 4-bedroom, 2-bath unit. This unit is a type F4 and is designated as a Field Grade Officer (FGO) unit. Physical Location: 3 Krait Street 2) One (1) unit consisting of a 1-story, 4-bedroom, 2-bath unit. This unit is a type SC4 and is designated as a Company Grade Officer (CGO) unit. Physical Location: 11 Fyfe Street 3) Two (2) units consisting of 1-story, 4-bedroom, 2-bath units. These units are a type SC4 and are designated as Senior Non-Commissioned Officer (SNCO) units. Physical Location: 8 Fyfe Street and 17 Lockwood Street 4) Eight (8) units consisting of 1-story, 4-bedroom, 2-bath units. These units are type J4 and are designated as Junior Non-Commissioned Officer (JNCO) units. Physical Location: 3, 5 and 11 Bennett Street and 6, 12, 16, 18 and 22 Lockwood Street The North American Industry Classification System (NAICS) Code is 236118 Residential Remodelers, with a Small Business Size Standard of $33.5 million in average annual receipts. Any resultant contract will be a Firm Fixed Price (FFP) contract. The solicitation will be issued Unresricted. The magnitude of this contract is between $1,000,000 and $5,000,000. This magnitude range does not reflect the proximity of the actual estimated cost. The performance period will be 520 calendar days (cd) after issuance of the notice to proceed (NTP). Plans and specifications will be mailed to all prospective offerors upon request. The plans will be provided on a CD-ROM, free of charge and should not be returned. Interested firms are instructed to provide their physical address, telephone number, facsimile number and email address to facilitate mailing of the CD-ROM. Requests that do not have completed information will not be honored. CD-ROMs will be mailed on the solicitation issue date. A pre-proposal/site visit will be held on 28 & 29 May 2009 (firm dates), at the Community House located at 10 Lockwood, Exmouth WA, 6707. All interested firms are encouraged to attend and are solely responsible for their own travel plans and all associated costs. Attendance is not mandatory to submit a proposal and site visit notes will be posted at http://www.fbo.gov. It is highly recommended that all interested firms complete the online registration instructions at the Commercial and Government Entity (CAGE) website http://www.dlis.dla.mil/cage_welcome.asp to obtain a CAGE/NCAGE code number. A DUNS number from Duns and Bradstreet is required to establish a CAGE code. It is also highly recommended that all interested firms be registered in the CCR website http://www.ccr.gov/. Foreign registrants in Central Contractor Registration (CCR) must have a NATO Commercial and Governmental Entity (NCAGE) Code assigned. Prospective contractors shall be registered in the CCR database prior to award of a contract except for awards made to foreign contractors for work performed outside the United States only when it is impractical for the foreign contractors to obtain CCR registration. In addition, all firms that enter into a contract for building work in Australia, valued over $20,000, are required by the Government of Western Australia Builders' Registration Board of Western Australia to be a registered builder in accordance with the Western Australia Builders' Registration Act 1939 (as Amended) and Regulations. All firms will be required to include their Western Australia Builders' Registration Board Cerificate of Registration with their proposal, prior to the proposal deadline, before being considered for any resulting award. In accordance with the Australia-United States Free Trade Agreement, Chapter Fifteen (Government Procurement) and for the purposes of Article 15.7.1 and 15.7.2, Australia may require, as a condition for participation in procurement of construction services, compliance with the National Code of Practice for the Construction Industry and related implementation guidelines at the central and regional government levels. In addition to the performance conditions stated above, offerors shall determine if any other conditions exist for performing construction in Australia and, if so, shall comply with all requirements. It is the responsibility of the prospective offerors to ensure they have met all of the Australian Government's conditions for performing construction services in Australia and they shall comply with all requirements. Basis for Contract Award: Selection will be made on a competitive best value source selection in which competing offerors' past performance history will be evaluated on basis approximately equal to cost or price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements. All such offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The primary point of contact for this notice is Sheila A. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER PROPOSAL OPENING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
