Description
This synopsis is for solicitation number W912CZ-09-R-0013, an unrestricted RFP for the supply of electric power for the U.S. Army installation at Fort Richardson, Alaska for a base period of ten years. Due to system difficulties between ASFI and FBO, the solicitation was not automatically posted to ASFI. The applicable NAICS is 221119. The closing response date for this solicitation is 18 May 2009. Description of requirement: The Contractor shall provide the full electrical requirements of Fort Richardson up to an estimated 20 MW. The Contractor shall provide firm electric energy service to Ft Richardson, Alaska, a US Army military post near Anchorage, Alaska. The service shall be one circuit of 34.5 kv, three phase, 60 Hertz, alternating current, delta connection and two circuits of 12,470V / 7,200 volts, three phase, 60 Hertz, alternating current, wire connection. This service shall be continuous and reliable under all conditions, except acts of God and public enemy. The service and all installations shall meet National Fire Protection Association (NFPA), National Electrical Code (NEC), National Electrical Safety Code (NESC), and Institute of Electrical and Electronic Engineers (IEEE) standards for utility and distribution type systems and equipment. The point(s) of delivery shall be at the existing primary substation owned by the Utilities Privatization Contractor, adjacent to the CHPP, Building 36012 in Fort Richardson, Alaska. Additional connection points will be considered, into other locations on the existing base circuits. Billing meters shall be installed on all service points. Description of Existing Distribution System: 10 feeders of the existing distribution system on Ft Richardson operate at 7,200 volt, three wire, three phase, 60 Hertz, alternating current, single point grounded wire (no neutral) configuration with mostly overhead distribution. 2 feeders operate at 12470 volts, four wire, three phase, 60 Hertz, alternating current, multi point grounded configuration. The Utilities Privatization contractor plans to convert all feeders to the standard 12470 volt configuration by the end of the constructions season in 2013.
