Description
DRAFT PWS - SPOT PRODUCTION This acquisition is for a Firm Fixed-Price contract to provide creative development, scripting, production, and postproduction for the delivery of radio and television spot productions not to exceed two to three minutes in length. The spot productions are in support of the internal information program of the Department of Defense (DoD) and are disseminated by the American Forces Radio and Television Service (AFRTS). The vast majority of the work required by this contract is for the creation of original radio and television spot announcements on a wide variety of DoD themes. Other work may include requirements to acquire rights for AFRTS use of existing radio and television spot productions that may or may not have originated with the Contractor and/or modifying those products as necessary for AFRTS use as spot announcements. Please see attached DRAFT PWS for more specific details of the requirement. This procurement is 100% small business set-aside. The applicable NAICS is 512191 with a size standard of $29.5 million. The Government intends to award a Firm Fixed-Price contract with a basic year period of 12 months, with a four 1-year option periods. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The solicitation will be issued electronically on or about 29 May 2009 with a closing date on or about 29 Jun 2009. The Government will not provide paper copies of the solicitation package nor planholder list. Fax, telephone, written or email requests for the solicitation package and planholder will not be honored. All questions concerning this RFP must be submitted in writing 10 business days prior to the RFP closing date. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award.
