- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-3319. NUWC Division Newport intends to purchase the following items on a firm fixed-price basis: (24 ea) 64 Channel Signal Conditioner Circuit Card Assemblies and (24 ea) Control Telemetry Circuit Card Assemblies. This is 100% set-aside for small business. NAICS code is 334418, Size standard is 500 employees.. The contractor will be provided with GFI in the form of detailed manufacturing drawings (MA001701 & MA1705 top level) and all Gerber files and parts lists required to ensure assembly requirements are met. Due to restricted distribution statements the drawings and Gerber files will not be posted on th! e NECO or FEDBIZOPS website. Joint Certification Program (JCP) registered contractors may send an e-mail request for the drawings to Michael Broomfield at michael.h.broomfield@navy.mil citing RFQ N66604-09-Q-3319, include company name and address, JCP number, cage code, telephone number and point of contact. JCP registration information is available at https://www.dlis.dla.mil/jcp/faq.aspx. A prospective awardee shall be registered in the CCR and ORCA database prior to award of any contract resulting from this solicitation. Offerors may obtain information on CCR and ORCA registration and annual confirmation requirements via the Internet at http://www.ccr.gov and Http://orca.bpn.gov. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, pr! ice and past performance. Each is equally important.
