Description
The EPA Region 1 is issuing this Sources Sought Notice for One (1) Mobil Chemistry Laboratory Unit built in accordance with the attached Requirements Specifications. This is a Sources Sought Notice only; it is not a Solicitation Announcement. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified sources and their size classification relative to NAICS Code 336211, (Size Standard of 1,000 employees). Mobile Chemistry Laboratory Specification Overview of Requirement: The United States Environmental Protection Agency (EPA) Region 1 requires a Mobile Laboratory Unit. Quantity Required: one Functional Requirements: A. Basic Laboratory: 1. One piece seamless vinyl floor with integral cove base, Foam insulated walls (R-19). 2. Instrument bench, +/-1 2 feet of chemical resistant bench with instrument hold down track. 3. Wet Chemistry bench, +/-5 feet of stainless steel bench top with sink. Faucet and demand operated pump (12VDC). 4. Folding data system desk. 5. Chemical resistant cabinets and drawers under benches (see rough drawing). 6. Positive locking (1/4 turn type) latches on all drawers and cabinets. 7. Water supply and grey water tanks (25 gallons each), mounted inboard for cold weather protection. 8. Two air conditioner/heat roof mounted units (13,500/5600 BTU). 9. Roof vent fan, 12 VDC operations. 10. Overhead Storage above vehicle cab. B. Electrical System: 1. Two gasoline-powered generators, 7 KW, remote control from laboratory electrical panel. Fuel supplied by vehicle gasoline tank. 2. Control panel for monitoring and controlling AC power and DC circuits. Provision to select power from one or both sources. 3. 120 VAC wiring system throughout with 15 amp outlets. 4. Two 120 VAC 20 amp outlets on instrument bench. 5. Ten 120VAC 15 amp outlets spaced throughout lab space. 6. 120 VAC interior lighting fixtures (4 @ 48"X2 Tube). 7. DC lighting, interior fluorescent light fixtures and exterior floods. 8. Auxiliary battery compartment with 2 @ 150 amp deep cycle. 9. Automatic battery charger+, dual-mode, with dual-charging circuits to maintain vehicle and auxiliary batteries. 10. Heavy Duty 50 amp commercial shore power cables (2X25 ft.) with Hubble Twist Lock connections. 11. Commercial power inlets, 2 @ 120V 50 amp., mounted in waterproof box. C. Laboratory Support Equipment: 1. Solvent storage cabinet-sealed with fusible link closure, 4 gallon capacity. 2. Fume hood 30" wide with blower and outside vent. 3. Gas cylinder storage rack, 3 cylinder capacity with direct access to 4 @ ¼" chemically cleaned SS gas lines (3 caped outlets per line) to instrument bench. 4. Faucet mounted eye wash and hand-held shower, first aid kit, ABC fire extinguishers (2), and CO detector. 5. Two vents for GC cooling (4" diam for HP 5890/5990 located above instrument bench. D. Vehicle-Cutaway Chassis: 1. Bright White Paint. 2. 14,500 lb. GVWR. 3. Driver and passenger bucket seats. 4. Gasoline engine with oversize fuel tank (> 50 gal). 5. 5-speed automatic transmission. 6. Heavy duty service package including engine and transmission oil coolers. 7. AM/FM radio; Clock CD, MP3 plug in. 8. Vehicle air conditioning. 9. Vehicle backup alarm E. Body: 1. Heavy duty rear step bumper. 2. Rear entry door with window. 3. Walk through bulkhead door to cab area. 4. Two windows in lab area (2 @ 30"X22) double pane tinted with screens. 5. Bright White Paint with 2 color EPA logo and "New England Regional Laboratory" on 3 sides of Van Box. 6. Under body storage compartment. 7. Side entry door with window. 8. One underbody storage compartment. Physical Requirements: The laboratory Van box should be approximately 15 ft long x 8ft wide. Also, see functional requirements. Applicable Standards: All applicable construction, electrical, plumbing, and vehicle safety standards Interface Requirements: See electrical: Heavy Duty 50 amp commercial shore power cables (2X25 ft.) with Hubble Twist Lock connections. Commercial power inlets, 2 @ 120V 50 amp., mounted in waterproof box. Training Requirements: One Day Operations and Maintenance training at vendor site. Service and Support Requirements: Specify warranty information and include option(s) for extended warranty (if applicable) in your response. Reporting and Documentation Requirements: Detailed blue prints/drawing package of lab for review for possible minor modification prior to and during construction period. Pictures of final product. Communication as needed (at least once every two weeks) with construction progress, modifications, and projected completion schedule. Delivery Schedule: Upon review of documentation, and pictures of final product, we will go to vendor facility for final inspection, operations and maintenance training, and will then drive vehicle to N. Chelmsford, MA Acceptance Schedule and Constraints: The laboratory unit must be available for pick-up at vendor's facility on or before December 1, 2009. The Solicitation which will be issued on the responses received from the Sources Sought Notification will require the following Federal Acquisition Regulation (FAR) Clauses as applicable in FAC-2005-32. The solicitation issue date is anticipated to be approximately May 13, 2009. 52.212-1: Instruction to Offerors 52.212-3: Offer Representations & Certifications - Commercial Items 52.212-4: Contract Terms & Conditions - Commercial Items 52.212-5: Contract Terms & Conditions required to implement Status or Executive Orders - Commercial Items. Standard company brochures will not be considered sufficient response to this Sources Sought Synopsis. The applicable NAICS Code is 336211. In the capabilities statements, contractors must provide their size status for the above referenced NAICS code, (i.e. large, small and whether or not they are a certified HubZone, 8(a), Woman-Owned, Small Disadvantaged and/or Service Disabled Veteran-Owned business. Responses for the above shall be submitted to the Primary Point of Contact by 4:30 p.m. EDT on or before Wednesday May 6, 2009.
