- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 70181-9-R153a and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-30) and Federal Acquisition Regulation (FAR). This is a small-business set-aside procurement under NAISC classification code: 541712, and PSC: B534. The small business size standard is 500 employees. BASE BID ITEMS:CLIN0001-Base Bid Item One:Based upon the required schedule, provide for the following services and products within the period of performance:Document the current and historical customary and traditional uses of Steller's, Spectacled Eiders, and Yellow-Billed Loons along the Alaska Coast from the Yukon Delta northward through the Beaufort Sea coastline of the North Slope of Alaska. Base Bid Item One: $__________ Steller's and Spectacled Eider Subsistence Use Study Objectives: To document the current and historical customary and traditional uses of Steller's, Spectacled eiders, and Yellow-billed Loons along the Alaska coast from the Yukon Delta northward through the Beaufort Sea coastline of the North Slope. Scope of Work: 1) Communities involved: - North Slope: Nuiqsut, Kaktovik, Barrow, Wainwright, Pt. Lay, Pt. Hope - NW Arctic: Kivalina, Kotzebue, Noorvik, Noatak, Kiana, Selawik, Buckland, Deering - Seward Peninsula & Bering Strait: Shishmaref, Wales, Gamble, Savoonga, Diomede, Brevig Mission, Teller, Nome, Golovin, White Mountain, Koyuk, Unalakleet, Shaktoolik, Stebbins/St. Michael, - YK Delta Region: Kotlik, Emmonak, Scammon Bay, Alakanuk, Hooper Bay, Chevak, Newtok, Toksook Bay, Chefornak, Kipnuk, Mekoryuk, Tununak, Nightmute, Kongiganak, Kwigillingok; 2) Summarize any quantitative data available on the harvest of these eiders by community or region;3) Synthesize past and present descriptions of customary & traditional use practices related to these eider species (harvest methods & means, seasonality, location) by community or region into a professional report; and4) Develop a comprehensive list of references on subsistence use of these eider and loon species including peer reviewed literature, grey literature, and unpublished data from qualified sources. Reporting Product: A written document covering the four points within the scope of work. Deadline: September 30, 2009 Qualifications: Phd. in anthropology with a specialization in Alaska Native subsistence and associated traditional ecological knowledge. At least 10 peer reviewed professional publications on Alaska Native subsistence and/or traditional ecological knowledge. PERSONNELThe Contractor shall utilize skilled, safe, and productive labor in order to satisfactorily furnish the required level of services. Failure on the part of the Contractor to utilize skilled and productive labor may result in the Government terminating the contract for default. SCHEDULEStart date is from date of award to 30 September 2009. The duration of the work is uncertain, but is estimated at 4-5 months total. PROVISIONS AND CLAUSES:The Provision at FAR 52.212-1, Instructions to Offers-Commercial, applies to this acquisition. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (e)(1) in a subcontract for commercial items.
