Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a modification to contract N61331-01-C-0037 with Northrop Grumman Corporation, Integrated Systems Eastern Region, Melbourne, FL to develop producibility upgrades and provide spare subsystems (gimbal etc) for the Coastal Battlefield Reconnaissance and Analysis (COBRA) Block I system engineering development model. This acquisition is unsuitable for full and open competition for the following reasons. Northrop Grumman Corporation is and has been the sole developer of the COBRA system since the competitive award of the conceptual design phase with options for the System Demonstration and Development (SD&D) phase of the program (Contract No. N61331-01-C-0037) in FY 2001 with the SD&D option being exercised in FY05. Given the complexity of the system and the level of system knowledge required to develop these modifications it is reasonable to assert that Northrop Grumman is the only source possessing t! he expertise, internal technical data, equipment, and experienced personnel necessary to successfully develop the producibility upgrades. Unrecoverable duplicative costs and unacceptable schedule delays would result if award were made to any other source.
