Description
This is a notification of intent to award a sole-source Indefinite Delivery-Indefinite Quantity (IDIQ) contract to Resource Management Associates, Inc (RMA) of Fairfield, California under the authority of FAR 6.302-1(a)(2)(ii). The contract will provide for programming services associated with continued development, updating and/or modernizing Reservoir Control/Water Management database applications. This procurement is for the U.S. Army Corps of Engineers, Fort Worth District (SWF), Reservoir Control Section (CESWF-EC-HL) who is working in a project management capacity with the Hydrologic Engineering Center (HEC), and Tulsa District (SWT) on several relational database applications. CWMS relational database tables will be expanded and an Application Programming Interface (API) created to access the data. Legacy daily, monthly, and annual report database applications used within SWF, SWT, and across the USACE water management community will be replaced with database applications which will be integrated into CWMS. Services sought include programming in JAVA, C and C++, the accepted standardized programming languages for HEC-DSSVUE and CWMS. The contract will also involve travel and participation in meetings regarding the initiatives. The project is a multi-phase collaborative effort expected to take up to 5 years to complete and is a follow on contract for the continued development of these database applications. This contract is estimated to cost $550,000 or less. The period of performance for this contract will not exceed five (5) years from the date of award. RMA is a primary developer for CWMS and has also participated in the design and development of each of the newest generation of HECs software including HMS, RAS, FDA, FIA, ResSim, ResPRM, and DSSVue. Any other course of procurement would result in substantial duplication of cost to the government and would create delays of one to two years, for reproducing work RMA has already performed on the project, in fulfilling Reservoir Control Sections requirements. These costs would not be recovered through competition. To be eligible to receive a Government contract award, a firm must be registered in the Central Contractor Registration (CCR) database. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Governments requirements. Responses to this announcement shall be submitted via email to Allen.R.Bassett@usace.army.mil. Responses via fax or traditional mail will NOT be accepted.
