- Title: For Sediment Ebullition and Flux Studies at Bubbly Creek, Chicago, IL By way of this Notice and in accordance with the provisions of FAR 6.302-1, the Chicago District, US Army Corps of Engineers announces its intentions to award a sole source contract to University of Illinois - Chicago (UIC) for Sediment Ebullition and Flux Studies at Bubbly Creek, Chicago, IL., to complete the gas ebullition studies they have been conducting since 2006 via chemical analysis of the air filter samples collected during the period from 2006 through 2008. UIC is being requested for continuation of highly specialized construction work that only the original source (UIC) can provide without a substantial duplication in cost to the government which will not be recovered through competition given the unique characteristics of the project. It has been determined that UIC - Department of Civil and Materials Engineering is the only source that can complete this work without serious schedule setbacks, particularly as the data collected and generated under the scope of work are seasonally sensitive. UIC owns all samples and data collected previously under NSF grant and has no contractual requirement to provide these samples and data to USACE unless USACE contracts with UIC. UIC is familiar with the project needs and would not incur additional preparation time and resources, thus being cost effective for the U. S. Government. This service is highly specific and no entity was identified who can provide the exact services to be provided by UIC. UIC is the only contractor that currently has the technical and management expertise needed to complete this project. The period of performance is for approximately eight (8) months. It is anticipated that the resultant contract will be a firm-fixed price contract. This notice does not constitute a solicitation for offers, proposals, etc. Any responses to this notice, should be accompanied by a capabilities statement NO LATER THAN the close of business on May 7, 2009.
