Description
This is sole source procurement for interim contract under the Other than Full and Open Competition (FAR 6.302-1). The associated NAICS code is 621512. The West Palm Beach Department of Veteran Affairs Medical Center (VAMC) intends to award an interim sole source contract for 180 days with one option of 180 days to extend to Inoveon Corporation to avoid interruption in patient care until the new contract solicitation is issued and awarded. VA Medical Center in West Palm Beach has a need for continuity of Diabetic Retinal Screening Services in accordance with Health Care Resources Contracting - Buying Title 38 U.S.C. as outlined in VA Directive 1663. VAMC is currently providing care to 14,365 diabetic patients. Eye screening has been shown to prevent avoidable loss of vision as well as being cost-effective. An interim contract is needed to avoid interruption of patient care and backlog of service. Also, the service is needed to meet the performance measure target, 88% of diabetic patients must have a retinal screening examination documented. At this time, VAMC is meeting the performance measure only 70%. The current contractor is able to complete up to 24 screening examinations per day. The Eye Clinic does not have sufficient staffing or equipment to handle this volume of screening exams. If Eye Clinic staff is freed from having to do screening examinations, there is more time to follow up of patients with active eye diseases, thus improving timeliness of appointments in regard to this Performance Measure clinic. The contractor provides their own equipment, staffing, scheduling and reading services. The examination results are entered directly in CPRS. Inoveon staff have completed background security checks, signed BAA as well as any an all other statue security requirements. Since no other company was found to provide the mentioned services, Inoveon Corporation was found to be the only source that will satisfy the agency requirements. This notice of intend is not a request for competitive quotes; however, any firm that believes it can meet these requirements, may give written notification to the Contract Specialist. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
