Description

1.The substrate should be constructed entirely using a purely solid polymer film (i.e. it does not involve the lamination of paper and polymer layers together to create a composite or hybrid substrate) that is non-porous, non-fibrous, transparent and with physical properties which are bi-directional (i.e. the physical properties should be approximately equal in both the X and Y directions). The aforementioned polymer film acts as the base film out of which the substrate is constructed by a multi-layer ink/coating process that opacifies the film in selected areas to create areas suitable for printing, window areas and substrate features all in the one process. The Govenment intents to procure and solicit with only one source under FAR 6.302 b (3). If interested vendors are capable of providing the exact materials specified within the attachment, indicate your interest via e-mail to tabitha.wheeler@bep.treas.gov. All information shall be submitted to Tabitha Wheeler, Bureau of Engraving & Printing, Office of Procurement, 14th & C Streets, SW, Washington DC 20228. Previously submitted material need not be sumbitted.
