- THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR QUOTE OR SOLICITATION. The Food and Drug Administration, Jefferson Laboratories, in Jefferson, Arkansas, is seeking large and small business sources, including service-disabled veteran-owned small businesses, HUBZone small businesses, and 8(a) certified companies capable of providing the following services and supplies. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort. The government is seeking potential sources to provide or develop the following for flow cytyometric reagents for detecting pathogenic bacterial agents in food. The targeted agents are Campylobacter spp., Staphylococcus aureus, and Vibrio spp. These reagents must fluoresce under 488 nm excitation and produce a strong signal in a typical cytometric FL1 channel (525nm) but not significantly in FL2 or FL3 regions. The finished product shall also include additional modifiers that eliminate or significantly reduce assay-confounding auto-fluorescence from the food particles. Acceptable detection of a single CFU can be achieved by a four hour grow out in TSB under agent-optimal incubation conditions from a 10^0 level inoculation followed by 5 uM filtration or other minimal sample preparation, <10 minute incubation, and cytometric detection within 5 minutes in 250 uL of the TSB. Linear dynamic range should be 4 logs or greater. "Competitive" criteria mean that the target organism is correctly detected and counted in the presence of up to a 10^6 excess of a typical non-pathogenic bacterial food contaminant. Inclusivity and exclusivity specifications vary with each agent but mean: for inclusivity, successful detection of those pathogenic species and strains well known as typically found in the US food supply. for exclusivity, lack of signal from non-target bacterial organisms commonly found in the same foods as the target. Potential contractors must indicate business size and proof of any set-aside certification and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statements must reference similar work that has been performed by the contractor in the last three (3) years, a description of the work performed and contact information for references knowledgeable about the quality of the work completed.
