- NAICS Code: 421110 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are beingrequested and a written solicitation will not be issued. Solicitation number RFQ-OH-09-00045 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This acquisition is a Total Small Business Set-Aside. The NAICS code is 423110, the size standard for which is 500 employees. EPA requires one (1) 2010 Ford Fusion Hybrid and one (1) 2010 Ford Fusion SE (V-6 engine, 6-Speed Automatic) delivered FOB Destination to the National Vehicle and Fuel Emissions Laboratory for Testing Purposes. Both vehicles shall be delivered to the U.S. EPA National Vehicle and Fuel Emissions Laboratory NVFEL, 2565 Plymouth Road, Ann Arbor, MI 48105 no later than two (2) weeks after award. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: Lowest Total Price, Technically Acceptable. Offers shall provide sufficient detail to demonstrate that the both vehicles offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote or information that you have completed the Online Representations and Certifications at https://bpn.orca.gov/. Clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Under FAR 52.215-5 paragraph (b), the following additional clauses apply to this acquisition: FAR 52.219-6, Notice of Total Small Business Set-Aside (Alternate I); FAR 52.222-3, Convict Labor; FAR 52.222-19, Child Labor-Cooperation with Authorities and Remedies; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration.
