- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5374, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 333618 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for the USNS Ericsson for the following: 1.References: NOMEN: ENGINE,DSL 16 KVGB 3580BHP 900RPM APL: M668880040 MANUFACTURER: ULSTEIN BERGEN A/S Location: 3-86-2 Model Number: KVGB-16 2.Statement of Work: To provide OEM Technical Representative to supervise and perform the 40,000 hour manufacturer's overhaul on one (1) Bergen SSDG diesel engine Model: KVGB-16. Overhaul to include replacement of fuel manifolds and flexible coupling cone elements. OEM Technical Representative to perform manufacturer's recommended 40,000 hour overhaul/inspection of engine. This includes the following: a. Complete rebuilding of cylinder heads, including starting air valves, inlet & exhaust valves, indicator valves, safety valves and rocker arm system. b. Recondition cylinder liners and change gaskets c. Recondition Pistons with Gudgeon pin bushings and piston rings d. Change out Fuel injection pumps e. Completely clean all sumps f. Completely overhaul Jacket water pump g. Completely rebuild Jacket water pump and drive. h. Completely rebuild governor drive I. Completely rebuild Governor linkages with coupling j. Replace flexible Coupling Cone elements. k. Replace both fuel oil supply and return headers. l. Inspect all connecting rods (suspect complete replacement required). PRELIMINARY WORK: Before the engine is disassembled and again before the engine is started or test run after overhaul, crankshaft deflection readings shall be taken and compared. Technician shall record and report findings to the MSC Port Engineer. 1. Particular care shall be taken when storing parts and subassemblies while awaiting installation in the engine. All parts shall be thoroughly clean and free from dirt and grit. Recommended procedures detailed in the manufacturer's maintenance manual shall be observed at all times. Clearance and torque specifications listed shall be adhered to. 2. All work shall be proven satisfactory during a full load operational test of the engine as specified elsewhere in this item. 3. Completely disassemble, clean and examine all components of the Bergen SSDG Type: KVGB-16 engine generally as out-lined in this specification. Nameplate data shall be set forth in the basic specification. 4. All worn or defective parts found as a result of this examination shall be replaced with new parts, using only original manufacturer's parts. 5. All new parts furnished shall be uncrated, prepared for installation and fitted at no additional cost to the government. 6. Upon disassembly and examination, the contractor shall prepare a chart showing the manufacturer's recommended clearances as compared to the clearances found in the engine upon disassembly. 7. All parts found defective or worn beyond limits shall be listed and brought to the attention of the MSC Port Engineer. This list shall include the manufacturer's identifying part number. 8. The engine governor shall be removed and overhauled. 9. All engine controls such as throttle, emergency stop knob, air starting valve and assembly, over-speed governor, air shut down valve and latch assembly, low lubrication oil alarm, high water temperature alarm, exhaust pyrometers and all associated wiring, linkages and rods shall be carefully disassembled, cleaned and examined for wear and defects. Report all findings to the MSC Port Engineer. 10. When directed, assemble all units and adjust for proper operation as detailed in the manufacturer's instruction manual. 11. On test run prove all controls and alarms satisfactory under full load operating conditions. 12. Overhaul all removed fuel injectors. 13. All internal parts found worn or defective shall be listed and the list delivered to the MSC Port Engineer. 14. The fuel injectors shall be adjusted and timed for proper operation after installation in the engine. Fuel oil pressure regulator shall be adjusted for proper operation upon starting the engine. 15. All flexible hoses shall be renewed with USCG approved hoses. 16. Make required disconnections and lift cylinder heads clear of engine block. Protect attached parts from damage and deliver heads to the contractor's shop for complete disassembly. Remove cam guides and followers, rocker arms, rocker arm shafts and brackets, push rods, push rod springs, spring seats and seat retainers, exhaust valves and valve seat inserts, exhaust valve bridges, springs,keepers, valve guides, thermostat housing and injector tubes. Thoroughly clean and examine all parts following inspection procedures outlined in the manufacturer's instruction manual. 17. Disconnect all connection rod bearings and pull all pistons. Examine condition of pistons, piston rings, wrist pins, wrist pin bushings and report all findings. Contractor shall furnish and install a complete new set of pistons, piston rings, wrist pins and wrist pin retainers. Assemble all parts in accordance with the manufacturer's recommended procedures and when directed install in the engine block. 18. Thoroughly clean the connecting rods and dry with compressed air. Dye check the rods and examine for fatigue cracks and nicks. Compare findings with the manufacturer's inspection limits guide and report recommendations. Furnish and install a complete new set of eye bushings and connecting rod bearings. Check rods for parallelism. After the pistons are assembled to the rods, check piston pin retainers for an oil tight seal with the piston. 19. Pull all the cylinder liners from the engine block using the proper tools as outlined in maintenance instruction manual. Clean the liners and note condition as to scoring, cracks, wear and poor contact with the cylinder bore. Note condition of liner flange. Report all findings. After the block bores and inserts have been inspected and serviced as detailed elsewhere in this item, the new liners shall be installed. 20. The new liners shall be checked for inside diameter, out of round and taper after installation in the block. In addition, check the liner alignment length wise in the block and the flange alignment with the top surface of the engine block and with the other liners. All measurements must be within prescribed limits and in accordance with directions specified in the maintenance manual. 21. Install liners, pistons and connecting rods in the block as a unit. Follow manufacturer's recommended procedures. 22. List all clearances and report all parts found worn or defective. 23. Remove plugs and clean out the oil passages. After thoroughly cleaning, mount crankshaft in lathe and check alignment of bearing journals using a dial indicator. Inspect and measure journal diameters of all crank and main bearing journals at 90 degree intervals and record all readings. Check the crankshaft for cracks using one of the several approved methods such as the fluorescent penetrate method as per the manufacturer’s technical manual. Examine oil seal landings for grooves and rough spots and check thrust bearing surfaces. 24. Completely reassemble the engine. 25. Before final assembly of major components, the MSC Port Engineer, ABS Surveyor and USCG Inspector shall be allowed to examine the individual parts. If major assemblies or testing are scheduled for completion between the hours of 1600 and 0800, the contractor shall notify the MSC Port Engineer, ABS Surveyor and USCG inspector well in advance so arrangements can be made to have an inspector in attendance when so desired. 26. Upon assembly of the engine, the contractor shall prepare a report showing final clearances for inclusion in the ship's engine records. Engine and all accessories shall be painted to original color scheme. If needed, whenever the block is removed, realign power driven unit to engine. 27. Make preliminary adjustment of exhaust valve clearances and recheck after engine has been run and is up to running temperature. 28. Run the engine under no load until all pressures and temperature fall within normal range as specified in instruction manual. 29. Check and adjust all safety devices and controls such as over-speed trip, low lubrication oil pressure trip, high temperature alarms to the satisfaction of the ABS, USCG and MSC Port Engineer. Search out and correct all water, lube oil, fuel and air leaks which may develop during test runs and investigate and correct all abnormal conditions. 30. When directed, prove engine satisfactory under a four hour full load operational test of the engine. 3. VESSEL AVAILABILITY: 29 JUNE 2009 TO 01 AUGUST 2009 4. VESSEL LOCATION: MSFSC SSU GUAM 5.
