Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure as a total small business set-aside one (1) 300 Kilowatt (KW) Molten Carbonate Fuel Cell (MCFC) Combined Heat & Power (CHP) System. This requirement requires the contractor to manufacture, install, commission, operate, and maintain a 300 KW MCFC CHP system at Submarine Base New London, Groton, Connecticut for testing purposes.The system will provide CHP to support base load requirements while also providing environmental and energy security benefits. Demonstration of reliability and interoperability with existing facility electrical and mechanical systems is a key objective. Operational data will be gathered, analyzed, and reported over a period of 36 months after fuel cell start-up to validate the performance and suitability of MCFC power systems at other Department of Defense facilities. The total period of performance of this contract is anticipated to be 48 months. Upon completion of the testing period, the system will be removed by the contractor and the site restored to its original condition, unless SUBBASE NEW LONDON desires to continue service. The resultant contract will include an option or multiple options to increase the installed capacity up to 1 megawatt (MW). Firm Fixed Price proposals are being requested. A complete Statement of Work will be provided with the Request for Proposal (RFP).
