- The Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Public Safety Officers' Benefits (PSOB) Program, intends to issue a purchase order on a sole source basis to the National Fallen Firefighters Foundation (NFFF), 16825 S. Seton Avenue, Emmitsburg, Maryland, 21727-8920. The PSOB program is administered by the BJA and provides death, disability, and education benefits to those individuals that are eligible for the program. Due to increased interest in the PSOB program the BJA requires the immediate services of an organization to review both archived and closed Public Safety Officers' Benefits (PSOB) claim files to capture information in Work Flow (WF) data files; conduct a comprehensive and timely review of all PSOB claims filed and closed (approved, denied, and abandoned) from the implementation of the program to the present; and capture certain claim data in the recently-created PSOB case management Workflow (WF) to have the data electronically available in the future for reviews and reports. The NFFF is a nonprofit organization that was started in 1992 and for many years has worked with the PSOB Office to conduct bi-annual reviews of all firefighter claims in the NFPA Journal and its annual report on firefighter fatalities. The NFFF also recognizes and respects the sensitive and often complex nature of PSOB data and determinations. In 2008, the NFFF sponsored the first-ever PSOB Summit in Washington, D.C., in conjunction with the annual Fire Services Survivors Conference and provided community support in the event of a fatality. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3626, Washington, D.C. 20531, Attn: Karen Washington, by facsimile at (202) 354-4363 or by email at Karen.Washington@usdoj.gov within five days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the Central Contractor Registration (CCR) database prior to receipt of an award. If no competitive responses are received, an award will be made to the National Fallen Firefighters Foundation.
