- The Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS) intends to issue a purchase order on a sole source basis to SPSS, Inc., 233 S. Wacker Drive, 11th Floor, Chicago, IL 60606 for the purpose of renewing SPSS software licenses and maintenance. The BJS has standardized the SPSS statistical program to ensure interoperability among statisticians. All BJS statisticians can read and write SPSS syntax, which allows them to work together to create and verify analyses. The SPSS software is OJP/BJS standard and essential to BJS' mission to collect, analyze, publish, and disseminate information on crime, criminal offenders, victims of crime, and the operation of justice systems at all levels of Government. The statistical information obtained, using SPSS software is critical to Federal, State, and local policymakers in combating crime and ensuring that justice is both efficient and evenhanded. BJS statisticians require no training on the SPSS software. All mission-critical data are in the SPSS format and are an essential part of the IT infrastructure that supports the BJS critical mission. It is imperative that there is no disruption to statistical analysis and data publication. These statistics are important to policymakers and others who need to understand and make informed decisions about important criminal and civil justice issues. As the statistical arm of the Department of Justice, (OJP), BJS collects, analyzes, publishes, and disseminates information about crime, criminal offenders, victims of crime, and the operation of justice systems at all levels of government. These data are used by the Nation to establish benchmarks for the criminal justice system, to develop sound policy, and to ensure that the administration of justice is fair and fair-minded. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3625, Washington, D.C. 20531, Attn: Karen Washington, by facsimile at (202) 354-4363 or by email at Karen.Washington@usdoj.gov within five days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the DOD Central Contractor Registration (CCR) database prior to receipt of an award. If no competitive responses are received, an award will be made to SPSS.
