Description
This announcement constitutes a Sources Sought Synopsis for the development and delivery of a prototype Long Endurance Multi-payload Vehicle (LEMV) hybrid airship. This sources sought is for information and preliminary planning purposes only. NO proposals are being requested or accepted in response to this synopsis, and no contract shall be awarded from this synopsis. The Army anticipates establishing an Other Transaction Authority (OTA) for this acquisition with the intention of increasing participation from non-traditional DOD contractors. The LEMV will be utilized to provide persistent Intelligence, Surveillance and Reconnaissance (ISR) support in multiple environments, including combat areas. Technical objectives for the LEMV include the following performance parameters: a. Unmanned air vehicle capable of being controlled through existing DOD ground station; b. 3 week flight endurance; c. 2500 pound sensor payload; d. 20,000 foot operating altitude; e. Multi-INT capable; f. 16Kw power for payload; g. capable of station keep; h. recoverable and reusable. This acquisition is being pursued as a rapid acquisition and must complete Developmental and Operational testing within 18 months of award. Aspects of testing will be conducted in Afghanistan. As an OTA prototype acquisition this requirement is subject to individual negotiation and offerors that can meet the stated requirements, are substantially capable of meeting the requirements or can substantially exceed requirements in specific areas are requested to submit summary information on their products for consideration and further discussion. The Army will consider modification of its requirements to better align with existing technology, including commercial technology. Potential offerors are highly encouraged to submit innovative technology or unique abilities that can potentially improve mission performance, mitigate risk, reduce cost or expedite schedule. Potential offerors should be aware that OTA agreements are fundamentally different from Federal Acquisition Regulation (FAR) based contracts in that they allow extensive leeway in areas such as accounting, data rights, cost sharing, payments and socio-economic programs. Responses shall be sent via email no later than 4:30 PM MST on 7 May 2009. Any parties interested in participating in the LEMV acquisition are requested to submit their contact information with a white paper discussing their ability to meet the stated requirements within the 18 month schedule. Information submitted pursuant to this request will be used for evaluation purposes only and will be protected by the Government from disclosure for purposes other than Government evaluation to the extent permitted by law. The submission is specifically exempt from disclosure under the Freedom of Information Act for a period of five years from the date of submission.
