Description
This announcement constitutes an official Request for Information (RFI)only, as defined in FAR 15.201(e). The purpose of this RFI is to conduct marketresearch to identify potential Berry Amendment compliant sources capable ofmeeting the objectives stated below. This is not a Request for Proposal (RFP)or an Invitation for Bid (IFB), nor is it to be construed as a commitment by theGovernment. Responses to this notice are not offers and cannot be accepted bythe Government to form a binding contract. Objectives: Marine Corps Systems Command (MARCORSYSCOM)/Combat Equipment andSupport Systems (CESS) Quantico, VA is conducting market research to identifypotential sources and information regarding the availability of an alpinetouring type ski boot for possible use in support of Marine Corps MountainWarfare Training Center (MWTC). This boot must be Berry Amendment compliant,and have a combination of features found both in backcountry boots and touringboots. It shall be lightweight, warm, and comfortable, and have a removable,replaceable thermal liner which aides in the comfort, warmth, and snug fit ofthe boot. Sufficient easy-lock straps and buckles, or a combination of both,are required to adjust the form fit of the boot to the user's ankle and foot.The outer design of the boot must have a rugged, adjustable, plastic-type finishallowing the skier control of ankle and foot movements in all snow conditionsand terrain. The ski boot must accept the standard thre! e (3) pin style ski binding. The boot must be available in half sizes, rangingfrom 23.5 to 31. (Ski boots are sized using mondopoints - for a comparisonchart, please visithttp://www.bikeskideals.com/BikeSkiDeals/boot_sizing_chart.asp.) The ski bootmust also meet all of the other salient characteristics listed below:.The boot must have a "Vibram" type sole..It must allow for a full range of motion (toe bellow that allowsforefoot flex and easier touring, and a combination of ergonomic bellows thatallow a natural walking motion.).A pair of the ski boots, with liners, must not exceed six (6) pounds inweight..The ski boot color must be a non-reflective snow camouflage finish..The boot must be able to function in temperatures down to -40 degrees F..The ski boot must be waterproof..The boot must be used with a full gator and not impede the binding..It must accept removable crampons..The boot must have a forward lean of 19 to 23 degrees..The ski boot is subject to Berry Amendment, 10 U.S.C. 2533a. Vendors who believe they have a product(s) capable of meeting this requirementare invited to submit copies of relevant documentation in response to thisRequest for Information (RFI). The documentation must directly address thevendor's ability to meet the aforementioned needs, and MUST includedocumentation of Berry Amendment compliance, as all components of this alpinetouring type ski boot, including all aspects of production, must be made andassembled in the USA. Information may include literature, brochures, pricelists, warranty coverage, business size, and any other relevant information.
