Description
W9133L-09-R-0020 1. Is this project considered a new requirement? "This is a follow-on requirement. 2. Who is the incumbent? "The present contractor is MTCI. 3. What is the contract number? "The present contract number is W9133L-09-P-0030; it is a bridge to W9133L-06-P-0134. 3. What is an estimated RFP release date? "The estimated RFP release date is 6 May 2009. 4. What does Presolicitation mean? "A presolicitation is a notice of the governments intent to set aside a solicitation. 5. How do we send our feedback about Solicitation # W9133L-09-R-0020? "No feedback is required; the solicitation will be posted to FedBizOps. 6. Has a PreConference Meeting been scheduled? "No, a preconference meeting is not going to be scheduled. The solicitation should be posted on or about 6 May 2009. 7. I am interested in scheduling time to meet with you to discuss our capabilities for this initiative and introduce our 8a partner. "To make this solicitation process fair, the government will not meet with any companies to discuss the requirements, etc. All questions and comments with answered and/or posted for all potential offerors to view. 8. Could the contracting strategy be re-addressed and opened to all small businesses? "This requirement is currently performed by an 8(a) company and the SBA requires that it stay in the 8(a) program. 9. Will the contractor be located in the states/territories or HQ NGB, or both? "The PM and the assistant are at NGB HQ, and the field reps are on-site, usually state HQ, in different regions amongst the states. 10. Will the contractor be training leadership or operators? "The contractors will present courses of actions to the governments leadership; however, provide training to the operators. 11. Will the contractor be responsible for developing the DMOSQ Strategic Action Plan or simply providing the plan via VTC? "The developing and presenting of the plans will be a joint venture between the contractor and the government. "The plans will be presented to the leadership in the state, physically. "A monthly VTC will be scheduled between the field reps and the NGB HQ. 12. How involved will the contractor be in the synchronization of individual training, collective training, and unit training? "The contractor, at this time, is not required to be involved in the individual training, collective training, or unit training. 13. Per the following sentence, The National Guard Bureau, Arlington, VA intends to award a Firm Fixed Price contract per the Characteristics and Requirement Document for the ARIP, is the referenced Characteristics and Requirements Document currently available? "The complete solicitation will be posted to FedBizOps on/about 6 May 2009. All questions shall be submitted via e-mail. E-mails will not be answered individually. Questions and answers will be posted for all potential offerors to view. The National Guard Bureau, Arlington, VA intends to award a Firm Fixed Price contract per the Characteristics and Requirement Document for the ARIP. ARIP will be able to measure future successes by showing an increase DMOSQ rate, total number of graduates from MOS producing schools including other quantifiable factors such as school enrollment increases, no-show decreases, and training projection improvements improving operational readiness. The contractor shall perform training, advisory and assistance services to support and develop: organizational development, decision making management and administration support, and provide advisor assistance to advance the effectiveness of Business processes and procedures to include personnel quality control of reporting numbers from the states to ARNG. Be responsible for The DMOSQ Strategic Action Plan (DSAP) Video Tele-Conferences (VTCs) as the capstone synchronization and coordination with the ARNG. This should be conducted in three phases. Phase one is development of strategic plans with the States, Territories, and District to streamline procedures and processes in improving DMOSQ rates. Phase two provides the States, Territories, and District with professional and technical experience and strategic guidance throughout the ARFORGEN cycle. Phase three is the improvement of States, Territories, and District business practices by establishing improved long lasting culture of improved DMOSQ.
