Description
SOLICITATION NO. W9128F-09-R-0061 On or about 07 MAY 2009, this office will issue Request for Proposal for design and construction of the RENOVATE DORM 205 AND 207 project at MINOT AFB, NORTH DAKOTA. The solicitation will close on or about 08 JUN 2009. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. Site visits may be requested. Provisions in the solicitation documents will provide points of contact, access requirements and other pertinent information. See Obtaining Solicitation Documents below. Project Description: This is a Design-Build Project. The work consists of design and construction of renovations for Dormitory 205, and design and construction of renovations for Dormitory 207. The work will include installation of ground source heat pumps, well field, ERV, individual HVAC for dorm rooms, and ventilation; repairs to existing finishes to match existing; controls to match existing, and other items to make for a complete and useable facility. General work will include the repair of the walls after demolition of the fin tube system and then the core drilling of the floors to install the vertical stacked modular system. RFP Evaluation Criteria Firms participating in the RFP will submit technical requirements in accordance with Section 00 22 00: PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Design, Construction Experience, Construction Past Performance, Key Construction Personnel, Project Management, and Price). An adjectival method of evaluation will be used to evaluate the technical factors. The estimated design and construction cost of this project is between $5,000,000 and $7,500,000. Bidders (Offerors): Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
