Description
NASA/GSFC has a requirement to procure for the acquisition of support services forthe administration, operations, and maintenance of the Transportable Laser Ranging System(TLRS-3) located at the Universidad Nacional de San Agustin (UNSA) in Arequipa, Peru,which is part of the NASA SLR Network.NASA/GSFC intends to purchase the items from UNSA, in accordance with the newInternational Agreement between NASA and UNSA which will be dated October 25, 2009. UNSA, for its part, shall fulfill the following responsibilities of providing personnel,materials, and the facilities necessary to operate and maintain the Satellite TrackingStation located at the University in Peru.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 7, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. Questions regardingthis acquisition must be submitted in writing (e-mail is preferred) no later than April29, 2009 to Alexis.N.Harris@nasa.gov or via fax to 202-588-6299. All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
