RFI Questions REQUEST FOR INFORMATION (RFI) SUMMARY: BACKGROUND: Global Combat Support System-Joint (GCSS-J) program is an Acquisition Category 1AC/Major Automated Information System (ACT 1AC/MAIS) IT application that continues to transition to a service oriented architecture to deliver asset visibility to the joint logistician (i.e., essential capabilities, functions, activities, and tasks necessary to sustain all elements of operating forces in theater at all levels), and facilitates information interoperability across and between Combat Support and Command and Control functions. GCSS-J provides applications, decision support tools, and visualization mechanisms that enable the joint logistician to rapidly assess and analyze information to make critical decisions. In an agile development environment (build a little, test a little) design, development, integration, and testing occur in parallel and continuously through a series of sprints. Each sprint development cycle is approximately 4 weeks long. GCSS-J has implemented an agile development process to rapidly develop and deliver critical capabilities to the joint logistics warfighter. This strategy supports fielding, at a minimum, two capability releases annually replacing the traditional "block" approach of releasing capabilities/functionality every 18 months. Capabilities can be defined as system enhancements, functional enhancements to existing GCSS-J capabilities and applications, integration of external applications via single sign-on, or federating external applications via Unified Resource Locator, making joint logistics applications accessible via GCSS-J in a fully integrated manner. GCSS-J is available on both the Secure Internet Protocol Router Network (SIPRNet) and Non-secure Internet Protocol Router Network (NIPRNet) and includes net-centric services as they are available and practical to use via Network Centric Enterprise Services (NCES). GCSS-J requires a SIPRNet Public Key Infrastructure (PKI) certificate, and for the NIPRNet, a Common Access Card (CAC). REQUIREMENT: This is a Nonpersonal service as defined in FAR Part 37.101. The Defense Information Systems Agency (DISA), Global Combat Support System-Joint (GCSS-J) Program Management Office (PMO), in coordination with DISA's Defense Information Technology Contracting Organization (DITCO), is requesting information to determine sources with CORE competencies and demonstrated experience in developing and sustaining combat support/combat support services (CS/CSS) software for the GCSS-J. To achieve the mission requirements, GCSS-J requires an innovative and technically capable contractor team who understands state-of-the-art technology, web services technology, service oriented architecture (SOA), agile development processes, and has a large number of readily available software development engineers that can be matrixed into the GCSS-J activities on an as needed basis. Proven expertise and capabilities in the areas of software development and integration, systems engineering, integration strategies, security, testing and evaluation, maintenance and operations, and licensing are required to support customers in multiple functional mission areas. The availability of adequate personnel resources to ensure a smooth Program transition is also necessary. Anticipate that there will be approximately a 3-6 month transition period with the incumbent contractor Northrop Grumman Mission Systems. RESPONSES TO RFI: All responses are limited to 5 pages (excluding the cover page), using a Microsoft Word format (i.e., 1 inch margins, Times New Roman 12 font). The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI and address the attached questions. Please include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID and business size. Marketing Brochures will not be considered adequate information as a response to this RFI. All small businesses to include Small Disadvantaged, HUBZone, Women-Owned and Service Disabled are strongly encouraged to submit their responses.
