Description
The requirement is for contractor to provide all material, labor, tools, equipment, insurance and supervision to replace the existing roof system with a membrane system, and to renovate finishes in the southwest wing of building 305 at the VA Medical Center, 4100 West Third Street, Dayton, OH 45428, in accordance with the specifications and drawings. Work to include, but is not limited to, removal of existing roof systems and replacement with tapered insulation board and an EPDM single ply membrane system. Contractor will be responsible for abatement of asbestos-containing flooring and fireproofing. Contractor will remove plaster ceilings, replace with grid ceiling system, and replace finishes within southwest wing. Contractor shall repair damaged finishes at various locations within the building as shown on the drawings. All existing light fixtures within the southwest wing shall be replaced with new. All work shall be conducted in complete accordance with drawings and specifications. SET-ASIDE INFORMATION: The solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://ccr.gov, and http://orca.bpn.gov to be eligible for award. Bidders MUST ensure registration in the mentioned websites are accurate and have not expired prior to bid opening date. Project magnitude is between $500,000 - $1,000,000.00. The NAICS code is 238160 and the business size standard is $14M. BONDS in form of Bid, Payment and Performance will be required. SITE VISIT: will be scheduled and the information will be in the solicitation package. The solicitation documents will be posted at www.fedbizopps.gov on or about May 11, 2009, with bid opening approximately 30 days later. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so others will know of your interest in participating in the procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as Bidders are responsible for registering at the FedBizOps website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments which have been issued and posted. No other notification amendment will be provided. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted. The Contracting Officer cannot guarantee a response to e-mailed questions will be received. Award is subject to the availability of funds. See Numbered Note 29.
