- NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c)(1) with Johns Hopkins University/Applied Physics Lab (JHU/APL) of Laurel, Maryland for science grade processing code and related technical support for the Space Environmental Monitor National Polar-Orbiting Operational Environmental Satellite ( NPOESS) Space Environmental Monitor (SEM-N). The sole source determination is based on NOAA's requirement for scientific software. The NPOESS Satellite is being built by Northrop Grumman for the Department of Commerce and NASA. One of the payloads on NPOESS is the SEM-N instrument which is being built by JHU/APL. Software is required to communicate environmental data from the satellite to earth. JHU/APL is uniquely qualified to prepare the software science code and perform integration testing, user documentation and technical support after delivery. As developer of the satellite, JHU/APL has the unique knowledge to successfully create the software in the timeframes required for the project. The SEM-N hardware is based on heritage designs from the Defense Meteorological Satellite Program (DMSP), the Polar Operational Environmental Satellite (POES) and NASA satellites. JHU-APL is responsible for developing the SEM-N flight hardware consisting of a low-energy electron and proton detector, a medium-energy electron and ion detector, a high-energy proton detector, and the interface control element between the sensor and the spacecraft. The NPOESS space environmental and sensor data records (EDRs/SDRs) are based on current operational products having well established algorithms. It is anticipated that the EDR/SDR processing codes for the SEM-N will be derived, in part, from the existing operational codes for the DMSP and POES and from available NASA science codes. JHU-APL has the unique knowledge and experience with the legacy sensors and the interface design between the sensor suite and the spacecraft to readily develop science-grade processing code and provide technical support in the time period required. The SEM- N hardware is currently in the design phase. The science algorithms will need to be developed and tested prior to the integrated functional testing in mid-2011. This relatively short time precludes an extended period for learning the intricacies of the environmental records from multiple satellite programs, sensor suite spacecraft interface and design, and developing the necessary algorithm code. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
