AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 0020046856 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-04-30 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Newark, NJ 07102 The DHS-Customs and Border Protection requires the following items, Brand Name or Equal, to the following: LI 001, Provide and install security system at Newark International Airport Terminal "B" Bosch VDC-455V03-20S Camera Flexidome-XT+, Color NTSC, 540TVL, 12VDC/24VAC 60HZ, W/2.6-6MM F1.4 Varifocal, White, SMB Night Sense Impact Resistant, 9, EA; LI 002, Bosch DVR-16L-050A Divar MR, 16CH., 8 Audio CH., Internal DVD-RW, 500GB., 1, EA; LI 003, 19" LCD Color Monitor, 1, EA; LI 004, Surveillance Enterprises Audio Recording interface units SEI-3, 3, EA; LI 005, Intercom units SEI-2, 3, EA; LI 006, Cables, hardware and connectors, 1, LOT; LI 007, All Labor, installation, engineering and programming for Terminal B is required. Provide and pull all cable, provide and install a wall mounted or free standing rack in the "head end" room designated by CBP, Install a network switch to distribute video over a small LAN, Install a one Terabyte network video server with Matrix audio/video and alarm software in the rack, install all necessary power supplies, install 3 IP based color dome cameras and three noise cancelling microphones in three interview rooms, install 3 IP based color dome cameras in the waiting area of CBP, install 3 new color cameras with wide angle lenses in the three detention cells using existing detention grade housing, install three detention grade intercom stations in the same housing, install a new 10 station intercom master in the shift supervisor's podium, install a video viewing PC at the shift podium, download software to viewing station, install a video viewing PC at the Supervisor's Podium, download software to viewing station, train CBP in the use of the system, provide a one year parts and labor warranty., 1, LOT; LI 008, Provide and install security system at Newark International Airport Terminal "C" Bosch VDC-455V03-20S Camera Flexidome-XT+, Color NTSC, 540TVL, 12VDC/24VAC 60HZ, W/2.6-6MM F1.4 Varifocal, White, SMB Night Sense Impact Resistant, 6, EA; LI 009, Bosch DVR-161-050A Divar MR, 16CH., 8 Audio CH., Internal DVD-RW, 500GB, 1, EA; LI 010, Optiqest VS12089 19" LCD Color Monitor, 1, EA; LI 011, Audio Recording Interface units SEI-3, 3, EA; LI 012, Cables, hardware, and connectors, 1, LOT; LI 013, All Labor, installation, engineering and programming for Terminal C is required. Remove and replace the existing NICE System, connect the three existing cameras to 3 new audio video digital encorders, add 3 cameras to cover secondary area, replace the existing microphones with noise cancellation units, install all devices in a metal rack with fans, power strip, casters, and lockable doors. Program system for audio/video synchronization. Train CBP in software use. Provide one year warranty., 1, EA; For this solicitation, DHS-Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. No partial shipments are permitted unless specifically authorized at the time of award.
