Description
This is a Sources Sought for the Aeronautical Systems Center, Wright-Patterson AFB, OH. This Sources Sought does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Wright-Patterson AFB is requesting sources that are currently available for Enterprise Data Distribution Network (EDDN)support. The purpose of this sources sought is to identify potential sources capable of meeting the requirements cited herein: Requirements: (Not in rank order).The US Air Force MQ-1 Predator and MQ-9 Reaper program office, Wright Patterson AFB OH, seeks information from contractors who can provide the unique skill sets associated with sustaining the weapon system flight line maintenance and air vehicle operations digital technical order distribution network. The Enterprise Data Distribution Network (EDDN) provides real-time updates to Air Force technical orders and manuals assisting flight line maintainers in the execution of their primary duties. The EDDN software synchronizes data between client devices (rugged notebooks) and a multi-tiered server system connected to a top-tier server at Redstone Arsenal. This system updates AF technical orders from the authoritative source, providing the only avenue for access of these critical documents by Predator/Reaper mechanics. The program office requires a contractor that can provide services in the following areas to support the EDDN system without interruption, allowing a seamless transition. 1. Provide and maintain Department of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP) certification of assets for both Air Force and Army systems. The EDDN system operates in a production environment across multiple services and Major Commands (MAJCOMS), both CONUS and OCONUS. As such, multiple Service certifications and networthiness certificates along with MAJCOM approvals to operate must be sought and maintained. Experience with DoD testing and Security Validation is necessary, to include the coordination of system-wide testing, on-site support system technical support and successful Agent of the Certifying Authority (ACA) Validation. 2. The EDDN system utilizes a multi-tiered, multi-service environment with top tier production servers located on a.mil network, Continuity of Operations (COOP) backup servers operated and maintained at off-site locations, mid tier servers at multiple CONUS and OCONUS bases, and over three hundred client devices at multiple CONUS and OCONUS bases. Integration and sustainment of these production, mission-essential components require complete technical knowledge of the integrated and security environment required for enterprise-wide communication of systems between.mil and commercial networks; on-site working knowledge of each site's.mil network environment; technical knowledge of all software components utilized on the system to include the EDDN custom Government-Off-the-Shelf (GOTS) software and all associated Commercial-Off-the-Shelf (COTs) software; expert knowledge of each EDDN functional application and the overall system services required to support each EDDN miss! ion; system administration functions and requirements for all enterprise components. 3. Experience is required in a wide range of military technical order/technical manual systems with regard to digital viewing and distribution to client devices worldwide. The EDDN program provides support to multiple aviation platforms utilizing a wide variety of technical order systems and viewing software. Understanding of the Programs' technical data implemented and proposed solutions is required in order to provide distribution, installation and integration support of software deployed on the EDDN assets. Thorough knowledge of variations of Integrated Electronic Technical Manuals (IETM) software implementations as well as understanding of military and international IETM (S1000D) and data standards is required. Expertise in developing certification packages and obtaining necessary validations and approvals must be provided. Air Force technical data system policies and procedures must be understood and followed in the development and sustainment of the data systems. 4. Expertise and understanding of the USAF standard desktop configuration (SDC) and integration into client devices is key. The EDDN system is configured and sustained to accommodate and integrate Air Force enterprise initiatives for client devices. 5. Must have engineering experience associated with the.mil network. As the EDDN production environment is located on multi-Service.mil networks, a comprehensive knowledge of DoD network topology and security is required. Understanding and implementation of network based intrusion detection systems in order to integrate with EDDN components; understanding and implementation of enclave boundary defense and the integration of EDDN components into each base security infrastructure; configuration and management of virtual private network (VPN) technologies for remote access; and an understanding of DoD firewall policies and configurations in regards to EDDN component impacts and implementations. 6. A program Information Assurance Security Officer (IASO), or equivalent, must be employed in order to maintain all levels of program security. The IASO maintains required certification from DoD. All certifications and continued training must be tracked via DoD training reporting systems. 7. Experience with active client and Public Key Infrastructure PKI integration on server and client hardware on both Non-secure Internet Protocol Router (NIPR) and secure Internet Protocol Router (SIPR). The.mil environment utilizes DoD PKI technologies for access to the DoD networked assets. As such, expertise in developing and implementing DoD PKI technologies must be provided. Expertise must include the ability to Common Access Card (CAC) enable hardware, develop PKI software solutions, CAC-enable all Program secure websites, integrate into existing PKI environment s and provide continued research and monitoring of proposed changes to the DoD PKI environment in order to sustain the production assets. 8. Provide 365/24/7 technical support for all deployed sites. An expert technical team must be provided in order to support EDDN components at all deployed sites. The team must have expert knowledge in client/server technologies, EDDN software,.mil network topologies, network security, Air Force Notice to Airmen (NOTAM)'s and Group Policy Objects (GPOs), Network Control Center (NCC) operations and requirements, certification and accreditation requirements and status, OCONUS site operations and network infrastructure, and deployed hardware platforms. 9. Travel regularly to ten Predator/Reaper sites providing engineering support and install equipment to the.mil network. An expert technical team is required to support the installation and deployment activities across the Predator/Reaper enterprise. This team must provide expertise in network topologies and policies, EDDN integration requirements, certification and accreditation requirements, client software including operating system configuration and setup, Air Force client enterprise initiatives, EDDN software installation and configurations, server setup and configuration, base-level implemented access controls, base firewall/proxy policies and configurations, and training of local system administrators and local system users. 10. Maintain a SECRET security clearance. A site Facility Security Officer (FSO), or equivalent, with required expertise must be in place with responsibilities to include the provision and maintenance of personnel security clearances at the SECRET level; working knowledge of the Joint Personnel Adjudication System (JPAS) system and requirements. 11. Experience with foreign military sales (FMS) associated with technical order transfer actions and tasks. The EDDN system support includes development, implementation and sustainment of program FMS technical data access and distribution. As such, knowledge of program, DoD, State Department and target country requirements and policies is required. Developmental, technical and security support must be provided for the implementation and sustainment of these capabilities. 12. Must understand the Air Force maintenance data collection systems and have expertise associated with TO 00-25-107 and the AFTO 22 processes. The EDDN program develops and maintains unique databases in support of depot level maintenance activities and technical data change processes. Technical requirements include database development, database administration, integration of system into existing EDDN infrastructure, system and network administration, and information assurance. 13. Maintain system web sites on the.mil network that meets all DoD security requirements. Expertise must be provided in order to enhance, support and sustain the secure websites. Technical requirements include expertise in web development technologies; webmaster support functions; knowledge of DoD and Service-level polices for access controls; understanding of the command-level enterprise data needs and maintenance information system metrics; backup and recovery of website content and user databases; develop and maintain site metrics. 14. Understand the Air Force plan for Vista integration and plan EDDN conversion and software sustainment to meet Vista deployment plan. As the Air Force modifies enterprise operating systems and environments, knowledge of the new operating environment must be researched and findings used to enhance EDDN software for integration into the new environment. Thorough understanding of the Air Force SDC version 2.0 is required. 15. Must provide configuration management (CM) of all EDDN assets. A Configuration manager must be in place to manage and sustain all aspects of the program. The Configuration manager must have technical knowledge of the enterprise system, a minimum of 40 hours of certified educational credits for obtaining certification as a Certified Information Systems Security Professional (CISSP) along with successfully passing the initial CISSP exam. 16. Continuity of operations (COOP) required for disaster recovery. Must assemble, manage and sustain a Contingency Team for the business continuity and contingency management of the EDDN systems, comprised of management and technical personnel in order to evaluate and prepare appropriately to any possible contingency; disaster recovery planning and documentation development based on DoD and Service requirements; development, planning and exercising disaster recovery tests and procedures and sustain system, application, and mission essential data backups at secure off- site facility. 17. Provide training development and support for EDDN users. Must develop, enhance and sustain training curriculum, documentation and support materials for user training. Training manuals must be maintained and provided via electronic access or delivery as needed. As modifications to EDDN software or distribution system are made, updates are immediately required by all 18. Evaluate and consult on new hardware and software technologies to be considered for EDDN implementation. Expertise in hardware platforms for site use is required as well as knowledge in web technologies, data migration tools, technical data viewers, network security appliances, metrics software, and service and system management software. The Government anticipates a Firm-Fixed Price and Cost Reimbursable contract. Your response should demonstrate capabilities, product past performance, and compatibility and comparability with the requirements listed. The Government will neither award a contract solely on the basis of this Sources Sought nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any Request for Proposals (RFP) or Request for Quotes (RFQ) will be issued electronically and will be posted on the Wright-Patterson AFB Pre-Award Information Exchange System (PIXS) web site at: https://www.pixs.wpafb.af.mil/. NO HARD COPIES WILL BE ISSUED FOR ANY REASON. The date for RFP/RFQ release is TBD. It is incumbent upon the interested party to review this site for updates to the documents. The Department of Defense (DoD) has determined the Central Contractor Registration (CCR) to be the Single DoD registration for contractors who conduct business or w! ho are interested in conducting business with the Department. Defense procurement and finance policies require contractors to be registered by 31 May 1998 for consideration in future solicitations, awards, and payment.
