(“B&W Pantex”) P. O. BOX 30020 Amarillo, TX 79120-0020 Operated for U. S. Department of Energy Under U. S. Government Contract DE-AC04-00AL66620 1.SCOPE 1.1Background 1.1.1B&W PANTEX is under contract with the Department of Energy (DOE) to operate the Pantex Plant located near Amarillo, Texas. As the Management and Operating (M&O) contractor for the Pantex Plant, B&W Pantex has the responsibility to operate the facilities in compliance with all local, state and federal codes, rules, and regulations. In order to meet responsibilities, B&W Pantex is currently seeking an organization to destroy unclassified special tooling. 1.2Objective 1.2.1The Bidder must destroy specific metal items using a method approved by B&W Pantex. 1.2.2Provide scrap metal recycling services to include providing roll-off containers. 1.2.3Purchase the scrap metal based on market price. 2.APPLICABLE DOCUMENTS 2.1Invitation for Bid, IFB-183, needs to be completed by all interested parties. 2.2Any applicable documents will be provided to the Bidder post award. 3.REQUIREMENTS 3.1Destruction of metal items 3.1.1Delivery The specific metal items shall arrive at the Bidder’s site on pallets in an enclosed semi-trailer. A United States government lock and seal shall secure the semi-trailer doors. A B&W Pantex employee shall be onsite to remove the lock and seal prior to processing of the specific metal items. 3.1.2Destruction The onsite B&W Pantex employee shall verify that all specific metal items are placed into the destruction process, pass through the process and exit the process satisfactorily disfigured. If the onsite B&W Pantex employee determines that the first pass through the destruction process did not satisfactorily disfigure the item, the Bidder shall pass the item through the destruction process a second time for a more complete disfigurement. If a specific metal item cannot be processed through the destruction process, the Bidder shall propose an alternative destruction method. The onsite B&W Pantex employee shall have the authority to approve the proposed alternative destruction method prior to its use. The onsite B&W Pantex employee shall be permitted to take photographs of the disfigured metal items for documentation purposes. 3.1.3Security Any person who has access to or operates equipment used in the destruction of the specific metal items, shall be a U.S. Citizen or a lawful permanent resident per International Traffic in arms Regulations (ITAR) 22 CFR 120.15 and as defined in 8 U.S.C. 1101 (a)(20). Persons not meeting the above description shall not be permitted to have physical access to the components/tooling at any time prior to or during the destruction process including when an approved alternative method of destruction is required. In the event that the destruction process breaks down while the specific metal items are being processed, the Bidder will, to the best of its ability, move the remaining, unprocessed items to a secure area on the Bidder’s site to prevent visual or other means of access by unauthorized personnel. The unprocessed items shall remain in the secure area until the destruction process is brought back on line. 3.1.4Waste Disposal The Bidder shall dispose of any waste generated by the destruction process in accordance with all applicable federal and state regulations, 3.2Metal Recycling 3.2.4Provide turn-key services to pick up, transport, and recycle scrap metal generated at Pantex Plant. 3.2.5Comply with all federal, state, and local regulations and applicable Pantex Plant procedures and standards. 3.2.6Purchase and remove the above listed property under the terms of this Contract. 3.2.7Prices for scrap metal will be determined using a method that can be easily verified and audited by B&W Pantex. 3.2.8Provide bulk containers (e.g. 20-40 yd roll-off containers) for the accumulation of scrap metal when requested. 3.2.9May establish a demurrage charge for roll-off containers that remain at Pantex over 30 days. Demurrage charge will be calculated as: number of days times $X per day. 3.2.10Perform pick-ups and delivery of bulk containers to/from Pantex within 48 hours of notification from Pantex personnel. 3.2.11Establish a set transport fee for the pick-up and delivery or swap-out of bulk containers. NOTE: Swap-out equals one transport fee; includes one truck dropping empty container and picking-up full container on same trip. 3.2.12Sort scrap as required and process to mill specification. 3.2.13 Comply with all related Federal & State statutes & regulations of the U. S. Environmental Protection Agency, the Department of Transportation, the Texas Water Commission, and any other applicable Federal and State statutes and regulations. 3.2.14 Allow Pantex personnel to inspect the recycle facility at any time after the contract is awarded, with proper notice. 3.2.15Provide proof of liability insurance that provides coverage in an amount that meets or exceeds the minimum amount required by law for a commercial motor vehicle operating in the State of Texas. 3.2.16 Make payment to B&W Pantex within 30 days from pick-up. 4GOVERNMENT-FURNISHED PROPERTY 4.1None 5GOVERNMENT-FURNISHED FACILITIES 5.1None 6DELIVERABLES 6.1Destruction Certificate 6.1.1Certificate of Destruction The Bidder shall provide a “Certificate of Destruction” to B&W Pantex within 30 calendar days from the date of destruction of a shipment of specific metal items. 6.2Payment 6.2.1Make payment to B&W Pantex within 30 days from pick-up 7SCHEDULE 7.1Shipment Intervals and Coordination 7.1.1All shipments to the Bidder’s site will be coordinated between B&W Pantex and the Bidder. 7.1.2Perform pick-up and delivery of bulk containers to/from Pantex within 48 hours of notification from Pantex personnel.
