- Right-of-Way Automated Monitoring Program (RFI) Request for Information Right-of-Way Automated Monitoring Program Federal Acquisition Regulation (FAR) 15.209(c). Request for Information or Solicitation for Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation; (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. SYNOPSIS The U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA), National Aeronautics and Space Administration (NASA), and the Pipeline Research Council International (PRCI) are partnering to develop and apply remote sensing technology in the detection and mitigation of threats to pipeline integrity, including leak detection technology having application to carbon cycle science. This partnership is soliciting information on related remote sensing instrument technology as described in this Request for Information (RFI). Information is being gathered to assess and evaluate the performance and capabilities of current technologies, including available technologies that are commercially off-the-shelf systems (COTS), as well as promising and emerging technologies that advance this program toward the end state vision. From the information responses, PHMSA, NASA and PRCI plan to select several technologies for demonstration projects. Successful demonstration projects may serve as the new technology prototypes for the PRCI member companies as they infuse new technology into their operational systems. PRCI is a non-profit collaborative organization representing 39 of the world’s leading energy transportation pipeline companies, as well as technology developers and other organizations supporting the energy pipeline transportation industry. PHMSA and NASA have established a Memorandum of Understanding to work cooperatively on the Right-of-way Automated Monitoring (RAM) Program. PHMSA, NASA and the pipeline industry working through PRCI, have initiated a multi-year effort to substantially advance the pipeline industry’s capability in detecting, identifying, communicating, and responding to the three (3) primary threats to pipeline operation and security: 1. Mechanical damage caused by third-party equipment and unauthorized intrusion/encroachment; 2. Changes and ground disturbance caused by man-made activity and natural phenomenon (i.e., geologic and geophysical activity); and 3. Small leaks from operating systems. ** See attached document for full details regarding this RFI. **
