- Solicitation for the Window Upgrade at Hato Rey, Puerto Rico (Volume I) The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Services, Project Management Division, Room 1639, 26 Federal Plaza, New York, NY 10278 (212) 264-9491 is pleased to announce an opportunity for Construction Excellence for the Window Upgrade, Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse located at Carlos E. Chardon Avenue, Hato Rey, Puerto Rico 00918-1703. This work will performed in accordance with GSA quality standards and requiements. Solicitation No. GS-02P-09-DTC -0008N. The Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse buildings are part of a 26-acre site in Hato Rey. Constructed in 1975, both buildings contain a total of roughly 460,000 gross square feet. The structure as such, is a vintage 1970 art deco building built of steel reinforced concrete. The building includes a basement that houses mechanical systems, office space and storage, then six typical office levels and seventh level which has open areas for mechanical systems and cafeteria. The Clemente Ruiz Nazario U.S. Courthouse houses the United States District Court for District of Puerto Rico. The Federico Degetau Federal Building houses number of federal agencies. The Estimated Construction Cost Range for this project is between $5,000,000 and $10,000,000. Pre-Construction/walk through will be held on April 29, 2009 at 10 a.m. at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, 150 Carlos Chardon Avenue, Hato Rey, Puerto Rico in Room 733. This procurement is being made under the Small Business Competitiveness Demonstration Program (FAR 52.219-19). This procurement is open to small and large business concerns. Before award of the contract, the General Contractor (if not a small business of less than $14.0 gross average sales receipts for the past three years), shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. The North American Industry Classification System (NAICS) code for this effort is 238350 and the Small Business Administration (SBA) size standard is $14.0 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The estimated project construction duration is twelve (12) months after NTP. SUBMISSION OF PROPOSALS: Two separate envelopes (1) marked Technical Proposal and (2) Price Proposal The following information must be on the outside of the sealed envelope: 1) Solicitation Number: GS-02P-09-DT-C--0008(N) Window Upgrade Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, 150 Carlos Chardon Avenue, Hato Rey, Puerto Rico 2) Due Date: May 26, 2009; 3) Closing Time: 3:00 P.M., and addressed to Program Support & Human Resources Division, Small Business Utilization Center, 26 Federal Plaza, New York, NY 10278, Room 18-130. (Additional submission requirement can be found Volume I under Proposal Preparation Instruction attached). Late responses are subject to FAR Provision 52.214-7. All interested sources shall submit four (4) copies of their RFP, including a signed SF-1442 “Contract Award” along with Supplemental SF 1442. Total evaluated price including options. The government anticipates a firm-fixed price contract. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. This project will involved the replacement of all windows in both buildings with new blast resistant window system, capable of resisting to glass fragmentation and serving as a moisture barrier. Federal Building and Courthouse have over 33,000 SF of exterior wall fenestration. The existing windows, original to the building, are about 40 years and shows sign of significant deterioration. The Scope of Work will include, but may not necessarily be limited to, the following work items: •Removal of all existing windows, frames and related hardware and accessories as shown on drawings, and replacement with new blast resistant window and frame assemblies as indicated on the drawings, and as required by the technical specifications. •Temporary removal, relocation and reinstallation of existing furniture, furnishings and systems furniture, as required accessing the areas of work from the interior. •Temporary sheds and scaffolding as required to protect the public and to provide exterior access to designated areas of work. •Temporary interior protection. •Cutting, patching and repairing of existing work scheduled to remain. •Partial or full window removal at all existing window locations and legally disposing of all debris. •Structural reinforcement of replacement window systems, and all related miscellaneous steel and/or other attachments. •Perimeter sealant. •Sun control roller shades; miscellaneous interior metal trims. •All work not mentioned above, and included in the contract documents. This contract will require contractor to purchase significant number of heavy industrial gage windows from window and specialty glazing manufacturer, capable of compliance with the specifications requirements. Some windows will require special treatments in compliance with the specific agency requirements. The contractor must be able to remove systems furniture, including associated utilities cables, and reinstall it upon completion of windows installation. The contractor has to have capacity for electronic procurement, be familiar and be able to produce and work with the "Critical Path Method" scheduling. The contractor will have to produce structural calculations for the blast proof window frames installation. Working in the courthouse and Federal building will require after hours work and extensive scheduling with the client agencies. The windows, in whole probability, will have to be delivered on site to Puerto Rico by boat, and cleared by customs in PR. All personnel has to obtain security clearances, mandated by the Homeland Security for work in the federal facilities.
