Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis with Altair Engineering Inc., 1820 E. Big Beaver Rd. Troy, MI 480832031. Altair Gridworks license is used for mesh generation, pre-processing, and post-processing of finite element models for a variety of different solver packages, including ABAQUS, ANSYS, and LS-DYNA. NIST is currently using the software in the windows XP environment. The Altair GridWorks license package offers extensive model development and post-processing tools for the specific finite element solvers that NIST uses. GridWorks is the only package that offers full compatibility with (1) a large number of existing finite element models that NIST has created; (2) a large number of post-processed finite element model results files that NIST has created; and (3) macros that NIST has created for automatic finite element model generation. Renewing this license will enable NIST to maximize productivity on mission-critical projects. A fixed price purchase order will be issued on or about May 1, 2009. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b). Interested concerns may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be emailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
