- THIS PROCUREMENT IS ADVERTISED AS 100% SMALL BUSINESS SET-ASIDE: The Government posts this presolicitation notice of intent to issue: Design-Build Construction for general building type projects in the South Texas region. This Solicitation may result in an award of up to five (5) separate Indefinite Delivery Indefinite Quantity (IDIQ) Design-Build and Construction Contracts for the South Texas region. Each contract will contain a base year and four option periods for a maximum of sixty months or a maximum value of $100,000,000 for all contracts, whichever comes first. Project Scope: This project is for construction projects that will primarily consist of general building type projects, (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovation) including: 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) training facilities, 7) personnel support and service facilities, 8) security level facilities, and 9) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and Polychlorinated biphenyls (PCB's)) for Department of Defense activities in the Gulf Coast state of TX managed by the NAVFAC SE. Work may be required in other areas in the area of responsibility of NAVFAC Southeast, if deemed necessary. Projects may also require comprehensive interior design and incorporation of ! sustainable features such as Leadership in Energy and Environmental Design (LEED) Silver rated building standards. Projects (Task Orders) issued under this contract will require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modified design-build, or full plans and specifications format, ranging in size from $3,500,000.00 to $20,000,000.00, smaller or larger dollar value projects may be considered at the discretion of the NAVFAC's Chief of Contracts if it is determined to be in the best interest of the Government. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the Request for Proposal for each task order. The North American Industry Classification System (NAICS) for this procurement is 236220 - Commercial and Institutional Building ! Construction, with a size standard of $33,500,000.00. This procurement is a Small Business Set-Aside. This is a best value two-phase procurement requiring technical proposals. The Request for Proposal (RFP) will be available on or about 12 May 2009 at https://www.neco.navy.mil/. Contract award will be made to the offeror proposing the best value to the Government, see RFP for proposal submission requirements. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. A site visit is planned for check FAR clause 52.236-27 and Technical Section 00100 for time and date. The point of contact for this site visit, with instructions can be found in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. The RFP will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil under solicitation number: N69450-09-R-0765. In accordance with FAR 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. It is the offeror's responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution of amendments. The official Plan Holder List will also be maintained on and can be printed from the website. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the DOD CCR database may render the successful offeror ineligible for award.
