Respondent shall demonstrate that their personnel proposed for this contract are willing to relocate to the project (job) site in San Francisco, California for the duration of the construction phase. Joint venture or firm/consultant arrangements may be considered. Any proposed joint venture or firm/consultant arrangement, including key personnel, will be required to have an existing office within the geographic area of consideration capable of performing 70% of all contract services. SMALL BUSINESS SET ASIDE: As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established national subcontracting goals of 45% for Small Businesses: HUB Zone Small Business, 3%; Women-Owned Small Business, 5%; Small Disadvantaged Business, 18%; Veteran-Owned Small Business, 3%; and Service-Disabled Veteran-Owned Small Business, 3%. GSA announces a requirement for a firm fixed-price Construction Management (CM) Services Contract for the renovation of the Federal Building at 50 United Nations Plaza, San Francisco, California. This high performance green building project will continue the legacy of outstanding public architecture that was initiated with the founding of the nation through the preservation and modernization of a historic federal building. This procurement is made under the Brooks Act and FAR PART 36. As required by law, all Federal facilities must meet Federal energy and water conservation goals and security requirements outlined in the Guiding Principles for Sustainable New Construction and Major Renovations of Executive Order 13423; achieve fossil fuel reductions, renewable energy and water conservation goals of the Energy Independence and Security Act (EISA) of 2007 including the new standards mandated by Energy Policy Act (EPACT) 2005; conform with the Interagency Security Council (ISC) and GSA design standards for secure facilities; conform to GSA’s P-100 (Facility Standards for Public Buildings); and comply with the Architectural Barriers Act Accessibility Standards (ABAAS). All GSA projects must achieve a Leadership in Energy and Environmental Design (LEED) Silver rating, at a minimum, with specific credits required. Projects in or affecting historic properties must comply with Section 106 of the National Historic Preservation Act and the Secretary of the Interior’s Standards for the Treatment of Historic Properties. The facility will be designed in metric units and shall incorporate building information modeling (BIM) technology. Award of the Construction Management (CM) Services Contract is anticipated for July 2009. Construction is scheduled to begin in August 2009 and to be completed in 2013. It is anticipated that the Construction Manager as Constructor (CMc) delivery method will be used for this project. Please be advised that this entire project is funded under the American Reinvestment and Recovery Act 2009. GSA is seeking a CM firm with management experience in design and construction to provide professional services for overall project administration, management and quality for this project. All services under this contract shall be performed under the direction/supervision of professional architects and/or engineers with substantial construction experience. The GSA, intends to select a Construction Manager as Constructor (CMc) during the concepts phase. The Architect and the (CMc) will have separate contracts with the government. During the concepts phase the CMc would have significant input into constructability issues. This approach is to develop a true collaboration between the GSA, the Architect, the CMc and CM, with the ultimate goal of insuring transparency and accountability that the construction renovation is completed within scope, on time, and within the ARRA budget. PROJECT DESCRIPTION The Federal Building at 50 United Nations Plaza building is a Second Renaissance Revival style federal building designed by Arthur Brown, Jr. and completed in 1936. The building is a contributing element in the San Francisco Civic Center National Historic Landmark District, designated in 1987 and is individually listed in the National Register of Historic Places. The federal building is adjacent to the United Nations Plaza which was designed by famed landscape architect Lawrence Halprin. The design will follow the Secretary of Interior’s Standards for the Treatment of Historic Properties and GSA Building Preservation Plan (BPP) guidance, respecting the historic character and design of the building while accomplishing the project requirements that meets the needs of a modern workforce. The 50 UN Plaza building is six stories high, with an occupiable basement, and is approximately 360,000 gross square feet with 193,000 net square feet. The building is currently vacant and will be occupied by the General Services Administration Region 9 offices, which are currently located in the Phillip Burton Federal Building at 450 Golden Gate Avenue. This high performance green building project consists of alteration and improvements work to create a sustainable and energy efficient office space that will be a comfortable work environment for federal tenants. The project must meet GSA seismic, life-safety and historic preservation standards and codes. Specific energy and water conservation goals should be achieved through the exceptional integration of optimized building systems with existing historic fabric and utilization of available on-site renewable solar energy and on-site water. The project will also: address greenhouse gas emissions; deliver actual, not anticipated, operational performance; provide flexible design for future adaptations/tenants; address climate change; provide sustainable operations and maintenance; incorporate sustainable materials/finishes; and, achieve user comfort in thermal, acoustic and visual perspectives. The revitalization of this historic building will contribute to the vitality of the immediate civic setting and surrounding neighborhood. The building program includes build out of offices and building amenities such as a coffee bar, fitness center, break rooms and a conference center. The project includes: realignment and tenant improvement of interior office and support areas, including new finishes; seismic structural upgrade; hazardous materials abatement; refurbishing existing exterior windows and addition of blast protection; modernizing telecommunication equipment; providing two new electrical services; upgrading electrical distribution system; upgrade with energy efficient lighting and lighting controls; replacing plumbing system; new heating and ventilation system; refurbishing fire sprinkler system; upgrading fire alarm and detection system; refurbishing existing elevators; upgrading building security system and improving site perimeter protection; compliance with the Architectural Barriers Act Accessibility Standards (ABAAS); fire safety improvements to bring the existing system to code; full roof replacement; implementation of sustainability and green building design, techniques, and features to achieve LEED Gold certification and to meet Energy Performance Goals; installation of photovoltaic system; restoration of courtyard elements and landscaping; implementing Art-in-Architecture commission; restoration and upgrades, similar to the GSA First Impressions principles and goals, for the lobby; and restoration of historically significant interiors and building fabric and elements. This building is listed on the National Register of Historic Places. Each design submission must be approved by the Regional Historic Preservation Officer, who will coordinate external review by the State Historic Preservation Officer (SHPO) and Advisory Council on Historic Preservation, in compliance with the National Historic Preservation Act, Section 106. Design submissions will include a preservation report with captioned photographs and relevant design details identifying preservation design issues and solutions as they are developed. Every effort will be made to avoid adversely effecting original materials and design in the buildings restoration or preservation zones identified in the BPP. Alteration or removal of original materials and design requires special justification and a Memorandum of Agreement with the SHPO. SCOPE OF WORK The CM work proposed includes but is not limited to the following: •Conduct constructability reviews during design. •Arrange and conduct Value Engineering and Partnering workshop sessions for the project team, at the appropriate times throughout the project development from the design to the completion of construction. •Provide management expertise and direction in monitoring the performance of the construction contractor, the project schedule, ensuring that the requirements specified in the construction contract documents for this phase of the project are met. •Assist the GSA project team with administrative tasks, including documentation, record keeping, payment validation, review of contractor's certified payrolls, periodic labor interviews to ensure compliance with Davis-Bacon Wage rate, contractor's requests for information (RFIs), and submittal and change order processing for the construction contract. •Provide technical expertise, in areas such as quality assurance, quality control, inspection, testing, and estimating. •Inform GSA immediately of any project-related problems which are beyond the CM's ability to resolve. •Comply with FAR PART 52.204-11 American Recovery and Reinvestment Act – Reporting Requirements (March 2009). •Design Phase Services: These services shall include, but not limited to, providing design technical reviews; code compliance reviews; constructability reviews utilizing Building Information Modeling (BIM); analysis of value engineering proposals; preparation of cost estimate; cost analysis; cost control/monitoring; site surveys; scheduling; and review of design scope changes. • Project Procurement Phase Services: These services shall include, but not limited to, provide assistance to the Government on contract packaging strategies; help develop and prepare Request for Qualification (RFQ) and Request for Proposal (RFP) packages for construction; assist in selection process; and provide advise during the technical evaluation of proposals; answering bid/RFP questions, attending/participating in site visits, pre-bid conferences preparing and issuing solicitation amendments for review and approval by the Government Contracting Officer. •Project Construction Phase Services: These services shall include, but not limited to, providing establishing temporary field offices; setting up job files, working folders, and record keeping systems scheduling and conducting preconstruction meetings; monitoring the submittal review process; maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds; schedule review; review and processing of pay applications; administration of change orders; claims avoidance; and review of labor rates and worker interviews. •Commissioning Services: These services shall include, but not limited to, providing professional and technical expertise for start-up, calibration, and /or certification of a facility or operating systems within a facility. •Testing/Inspection Services: The CM may be tasked to provide the services of an independent testing and/or inspection agency/laboratory to perform project specific quality control testing and inspection services. •Post Construction Services: The CM may be tasked to provide services such as: Performing Post Occupancy Evaluation (POEs); assisting agency in the formulation of lessons learned; providing occupancy planning including development of move schedules, cost estimates, inventory lists, providing move coordination, relocation assistance, and/or furniture coordination; and providing telecommunication and computer coordination. •Claims Services: The CM may be tasked to provide claims services when and as required by the Government for specific projects. The CM will review disputes and claims from the A&E and/or construction contractor(s) and render all assistance that the Government may require, including, but not limited to, the following: Furnishing reports with supporting information necessary to resolved disputes or defend against the claims; preparation and assembly of appeal files; participation in meetings or negotiations with claimants; appearance in legal proceedings; preparation of cost estimated for use in claims negotiations; and preparation of risk assessments/analyses relative to claim exposure. SELECTION PROCESS This is a Request for Qualifications (RFQ) of CM Firms interested in contracting for this work. The CM selection will be completed in two stages as follows: In Stage I, interested firms will submit their technical qualifications per the Stage I evaluation Criteria. In Stage II, shortlisted CM firms will be interviewed. All documentation will be in an 8 ½” x 11” format. Submissions may be double sided where feasible. The submission should include the following: a cover letter referencing the FBO announcement; statement of current workload; organizational/team chart; Standard Form 330 Architect Engineer Qualifications Parts I and II: and responses to the submission requirements and evaluation criteria listed below. A CM Evaluation Board consisting of professional GSA personnel will evaluate the submissions. Submission Requirements and Evaluation Criteria: (1) Past Performance (30%). Demonstrate tangible evidence such as certificates, awards, letters of recommendations from owners on key personnel who worked on five (5) major projects completed in the past ten (10) years of similar size and complexity in design review and construction management. At least two project examples should include restoration, conservation, and rehabilitation work in historic structures. Other projects should represent projects of similar scope, scale, and complexity to the 50 UNP Plaza project and the firm’s ability to manage high-performance green buildings that meet energy, water, sustainable materials and user comfort goals (thermal, acoustic and visual). The narrative should address the relevance of submitted projects to this project. For each project identified submit and provide the client reference contact, including name, title, address, email, phone, and fax numbers. Demonstrate successful design review, cost control, schedule control, quality control and the ability to render professional services in a reasonable manner to further the client’s interests. (2) Past Experience of Firm (30%). Demonstrated experience on five (5) major projects completed in the past ten (10) years of similar size and complexity in design review and construction management. Emphasis will be given to specialized experience in projects including restoration, conservation, and rehabilitation work in historic structures; experience in construction management on projects where high performance green building technologies and strategies were implemented; experience in projects which included seismic structural upgrades, building security upgrades, and hazardous building materials abatement; experience in projects which included major building systems modernization; experience in projects delivered through the Construction Manager as Constructor (CMc) delivery method. (3) Experience of Individual Team Members (30%). Education and background, qualification, professional licenses and affiliations of principal team members, and the team’s demonstrated ability of working together to provide similar relevant services to public and private sector clients. (4) Management Strategies (10%). Visual and narrative presentation of your management approach to a project of this size and complexity including anticipated milestone methods employed for cost and schedule control, claims avoidance, and communication and reporting procedures. Identify critical areas of concern specifically for this project and potential problems and your proposed methods of resolving them and achieving successful project. A maximum of five (5) firms will be short listed. The shortlist of Firms moving on to Stage II will be announced in FedBizOpps on or about May 22, 2009. As part of the selection process, the short-listed CM firms will be interviewed. The Stage II interviews will be scheduled for the week of June 9, 2009. Following the interviews, a Request For Proposal (RFP) will be sent to the selected CM firm. Before award of the contract, the CM (if not a small business of $12,000,000 gross receipts over a three (3) year period or no more than $4,000,000 gross average receipts per year for the same time frame) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. Small, women-owned, and small disadvantaged firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their original submitted teams. The Government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process. This is not a Request for Proposals.
